Tender description

Leicestershire County Council wishes to examine opportunities for providing a long term, economically advantageous solution for the recycling or recovery of c. 1000-2000 tonnes per annum of Council rigid plastics (a mix of items such as plastic furniture, plant pots, buckets, boxes, children’s toys etc.) and treatment of other separated materials. A questionnaire is available for interested parties to download and return via www.eastmidstenders.org as part of our commissioning review to examine the opportunities available to provide a cost effective, long term solution for managing this material. It is anticipated any formal contract would commence from spring / summer 2019 with potential contract periods between 1-5 years. For the avoidance of doubt, this notice is for the purpose of conducting a soft market testing exercise and will not formally begin the procurement or constitute any commitment by the Council to undertake any procurement exercise. This is not a call for competition. The Council is seeking to gauge interest from the market and to investigate potential options for the recycling or recovery of c. 1000-2000 tonnes per annum of Council rigid plastics and treatment of other separated materials to provide a cost effective, long term solution for managing this material. Typical examples of rigid plastic material include plastic furniture, plant pots, buckets, boxes, children’s toys etc. Further indicative tonnage information may be made available during any future procurement process. The Council provides a network of Household Waste Recycling Centres, locally known as Recycling and Household Waste Sites (RHWS), which receive waste delivered primarily direct from the public. Whilst trials could be considered earlier, it is anticipated any formal contract would commence from spring / summer 2019 with potential contract periods between 1 year and 5 years. The Council welcomes proposals for all or part of the tonnage of rigid plastics and/or type and grade of material. A questionnaire is available for interested parties to download and return via www.eastmidstenders.org as part of our commissioning review to examine the opportunities available to provide a cost effective, long term solution for managing this material.
