Tender description

Portsmouth City Council ("the Authority") is seeking a supplier to provide the management of all shipping and ancillary services at the Camber Quay, Old Portsmouth. The Camber Quay is Portsmouth's oldest commercial berth and is used by occasional layby vessels and the local fishing industry. There are 4 berths and 80 metres of berth space for the fishing industry. The berths are managed by the Authority's Port Service. The value of the contract is dependent on income collected, however the value is estimated to be 37 000 GBP per year based upon current demand. Services will commence on 1.1.2019 and the contract will run for a period of 3 years with an option to extend by a further 2 years in increments to be agreed at the sole discretion of the Authority.. A site tour will be conducted on 25.6.2018. The tender return deadline is 29.6.2018 and the Authority is targeting to have awarded the contract by 11.9.2018. Portsmouth City Council ("the Authority") is seeking a suitably qualified supplier to provide the management of all shipping and ancillary services at the Camber Quay, Old Portsmouth. The Camber Quay is Portsmouth's oldest commercial berth and is now used by occasional layby vessels and the local fishing industry. The quay offers 4 berths for general use and 80 metres of berth space on the fish quay exclusively for the fishing industry. These berths are managed by the Authority's Port Service. This contract is for the provision of the management of all shipping and ancillary services as the Camber Quay and will include but will not be limited to: — Provision of an on-site presence. — Documentation, collation and collection of charges and monies. — Processing of applications. — Record keeping of use of facilities. — Daily safety inspection of the slipway and all quays, roadways, and buildings. — Participation in the preparation of budgets. Any requirement for accommodation at the Camber Quay shall be the responsibility of and at cost to the supplier. Interested suppliers should have knowledge and experience of working in a marine environment. The contract will run for a period of 3 years with an option to extend to a maximum total of 5 years in increments to be agreed. The value of this contract is dependent on income collected by the supplier on behalf of the Port Services for facilities used in the area. However, the contract value over the last 5 years has been approximately 37 000 GBP per year. The Authority intends to run the procurement to the following timetable: Site visits: 25.6.2018 at 14:00. Clarification deadline: Friday 29th June at 23:59. Tender return deadline: Tuesday 17th June at 12:00. Interviews: Tuesday 7th August — Friday 10th August. Standstill starts: 24.8.2018. Contract award: 11.9.2018. Suppliers interested in attending the site visit must confirm their intention to attend using the correspondence function within the Authority's e-procurement suite, InTend. A maximum of 2 attendees are permitted per supplier.
