Non-Tariff Measures in Agri-Food Trade

Non-tariff measures (NTMs) are policy measures other than customs tariffs that influence the flow of goods and services across borders. Currently, the evidence around the costs of NTMs is at a sectoral level and more detailed information is required for groups of products and by trade process to fully inform analysis. Specifically, more information is needed on the costs of NTMs within the agri-food sector and for certain types of business. Information on the potential change in cost of NTMs at all relevant stages of getting a product to market within the EU and their impact on the supply chain will be used to inform policy decisions. The aim of this project is to produce quantitative estimates of the costs of compliance with NTMs via a comprehensive review of trade processes and logistics in the agri-food sector. The impact of NTMs on supply chains should be addressed: how sensitive are they to an increase in the cost of NTMs? Where relevant, potential changes in the behaviour of firms should be identified.
