Summary of the work Business Change, Transformation and PMO functions, to facilitate the Non-Technical Client Side function of the National ANPR Service Programme. Expected Contract Length 2 years Latest start date Monday 3 September 2018 Budget Range Est. £1M - £10M Why the Work is Being Done ANPR is widely used by Law Enforcement and is instrumental in protecting the public. Existing ANPR systems are disparate and may offer limited capability. There is a need for a National Collection of ANPR data to enable improved searching across force boundaries. The NAS will replace the current national system, as well as local ANPR systems, to standardise use of ANPR, provide tools to better exploit ANPR and protect the public. NAS is a transformational capability therefore providing the right level of business change expertise and support is critical to ensure stakeholders achieve the maximum benefit from NAS. Problem to Be Solved Providing a National ANPR Service is a huge undertaking. The existing ANPR estate across UK Law Enforcement is extremely complex with over 9000 cameras feeding over 40 individual systems across Police Forces and LEAs, each of which has its own unique connections and partnership arrangements. This in-flight Programme will replace the existing estate with a single system that works across all UK Police Forces and LEAs and will require detailed technical design, robust testing and in-depth engagement, bespoke to every one of these organisations as well as the NAS primary suppliers. Who Are the Users The system will be used by all England and Wales Police Forces as well as 17 approved LEAs. Early Market Engagement none Work Already Done The successful Non-Technical Client Side Support team will replace the incumbent Non-Technical team working in a blended team of Civil Servants and Client Side Support to continue work in the elaboration phase Existing Team There is an existing Non-Technical Client Side Support team of 8 resources currently working in this area. This does not comprise the full Programme team, which consists of Civil Servants and the Technical Client Side Support team. Current Phase Not applicable Skills & Experience • Provide example of deploying a team of skilled and experienced staff able to work with minimal supervision with the benefit of drawing down support of additional resources as required • Provide evidence of providing business change expertise to achieve transformational and cultural business change in challenging and complex environments • Provide evidence of supporting large and diverse user communities through the development and implementation of future Target Operating Models. • Provide evidence of successfully supporting programme management activities through PMO best practice, maintaining clear governance in a complex environment • Provide examples of working as an experienced, emotionally intelligent, self-organised team having the ability to work on their own initiative and without constant direction Nice to Haves • Experience of working in a challenging and complex public sector environment, preferably Law Enforcement • Evidence of providing a scalable, preferably Security Cleared resource pool whilst maintaining Governance and Delivery Work Location Home Office Croydon Site: Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA Working Arrangments The work will take place on Home Office systems and at Home Office locations in Croydon. Travel outside London will be necessary for the Business Change team and the Home Office expenses policy will apply. It is envisaged that the work will be full time and any changes in resource requirements during the contract will be agreed with appropriate notice. Security Clearance All staff must hold or be prepared to undergo SC Security Clearance to operate on this programme. Core team must hold SC clearance. Additional T&Cs Standard DOS 2 framework and call-off terms and conditions. Can you confirm whether the incumbent is a single company or multiple suppliers, and who the provider is please? The present client-side incumbent is a single Supplier - The Supplier is BAE Systems Intelligence. However, the team is a blended one, made up of Civil Servants, Contractors, Shared Service Resource and Client-side Capability. 2. Could you please confirm what the current 8 roles referred to as being filled by an incumbent supplier are? The core Programme roles are :1. Programme Manager2. Deputy Programme Manager3. Systems Integration Lead4. Design and Build Manager5. Implementation Lead6. User Engagement Manager7. Communications and Stakeholder Manager8. Security and Compliance Manager.However, it should be noted that not all of these roles are within the scope of this contract; some are fulfilled by the Technical Client side contract, or by Civil Servants or other resource. 3. Could you explain the reasoning for running a competition if there is an incumbent team in place – has the current contract expired, or is the Home Office looking for an alternative type of solution? The current contract is approaching exhaustion in terms of time and contract value. The Home Office has a requirement for client side support in delivering a program of work. It is both Home Office and government policy to open up requirements to the market place. 4. The text states "The successful Non-Technical Client Side Support team will replace the incumbent Non-Technical team". Please can you advise if the incumbent team is permitted to submit a response to this requirement? The Incumbent supplier is permitted to submit a response. 5. Are the strategic Police and LEA operating process and procedures for use of the NAS already defined and agreed against the technical solution? The Police and LEA landscape is a diverse and disparate one. Therefore whilst there are standard operating procedures, these may be localised, and need to be applied in the context of the technical solution 6. Has any business change pre-engagement with the various agencies already commenced? Yes, although progress varies across the different stakeholder communities. 7. Are there a set of technical & service TOM’s for various categories of agencies? Some of these have been drafted. 8. Has the existing team defined the change process for the various categories of agencies? Work on this is underway, although is still subject to significant development. 9. Would you like CV's for the core team of 5 or all 26 roles or any other grouping Bidders need to demonstrate that they can provide a core team (PMO and business change/transformation) and those are the CVs that they should provide. They also need to demonstrate that they can meet demand as required. 10. The answer to Q9 infers that there is a requirement to provide CVs as part of this application. In looking at the Essential and Nice-to-Have requirements there appear to be no direct instructions around providing CVs. Could you please clarify whether CVs are necessary at this stage and if so how do we provide them? CVs are not required in the first stage of the tender process. CVs will be required in the second phase of the tender from shortlisted vendors. Full details will be issued in the RFP in the second phase of the tender. 11. Hi, Can you please clarify the below - Do you propose to stagger the implementation across forces and LEA, or to rollout in concert across England & Wales - Will use of NAS be mandatory for all forces and LEAs - What is the proposed (or existing) governance and decision making framework for this programme? Does it fall within Home Office programme architecture, or collectively at national level with forces and LEAs? Many thanks The role out across England & Wales, and other, approved, Law Enforcement Agencies, will be staggered. The use of the system is not mandated, but all Police Forces have committed to using it as it is part of the UK’s Critical National Infrastructure.The governance for this Programme reflects that of the wider Home Office and that of the NPCC. 12. Hi, Can you please clarify below - Do you anticipate dual running of existing systems alongside the new NAS - Will the incumbent remain to work with the successful provider for a handover period? - Does the programme include benefits management/monitoring for implementation across the various forces and LEAs? Many thanks Yes, there will be periods of dual running, and this is already planned as part of the implementation approach.Benefits management & monitoring is likely to link to the wider governance arrangements. 13. For this task the description states that the core team must hold SC clearance. Can the Authority please clarify if the Home Office SC clearance is the same as the MOD SC clearance? MOD SC clearance is acceptable. 14. Can the authority please confirm which of the 8 roles are within the scope of this contract? All 8 roles are within the scope of this contract 15. Are CV’s to be submitted at the next stage, or were you expecting them alongside our Stage 1 submission? CVs are not required in the first stage of the tender process.
