Tender description

The Authority is seeking to engage the market to inform the development of an outline business case that will evaluate the different BPO and ERP options available to the Authority. Decisions about the preferred sourcing option and route to market have not been made. The Authority is keen to engage directly with potential suppliers to qualify the opportunity to progress with a procurement for these services. Please register your interest via the email address detailed in 1.3 and ensure the email subject states “BPO ERP replacement” only. The Authority is evaluating the opportunity to transition transactional processing (onboarding and paying staff, reclaiming expenses, purchasing goods and services, and providing expert Finance, HR and Commercial support) to a new BPO provider. In making this transition, the Authority is keen to evaluate the opportunity to also transition to a new Cloud-based integrated ERP. The Authority is currently utilising an Oracle EBS version 12 ERP. The scope of this review is limited to the transactional processing currently provided by a UK government shared services centre to the Authority's staff who are based in the UK. The Authority has approximately 2 000 staff based in the UK. In pursuit of the Authority's objectives, approximately 10 000 non-salary related payments are made each year to third party suppliers. The purpose of this prior information notice is to: — Inform potential suppliers of a possible procurement for the supply of business process outsourcing services and cloud-based integrated ERP solutions, — Invite potential suppliers to register their interest for a potential procurement, and — Create a dialogue between the Authority and potential suppliers to inform the development of the outline business case to evaluate potential options for BPO and ERP.
