Tender description
Why the Work is Being Done There is a requirement to optimise the capability management of a large MoD programme, primarily through the provision of a Digital Toolset. This work is required to support MoD contractual commitments as part of an extant Forward Action Plan and deliver programme analysis of a new phase of work. Initial Programme analysis is required in support of a business case to meet an Oct 18 deadline, and further work will subsequently be required. Problem to Be Solved The Senior Responsible Owner requires verifiable assurance of a fully traceable linkage between programme activities and Departmental/Govt policy. This project is now in the Beta phase, with an initial paper based toolset in existence which now requires digitising in order to facilitate maintenance, update, analysis/verification of alignment and forward programme decision making. It is expected this work will require a team of developers. Who Are the Users As a MoD customer, I need a repeatable, validated process to provide assurance that contracted programme activity meets an endorsed customer requirement and delivers Value for Money. Other users of the digital capability will be the MoD programme management and technical staff in both the Capability planning and Programme delivery teams. The service must therefore incorporate a user-friendly interface to facilitate interaction by those unfamiliar with MoD capability management processes. Early Market Engagement Market engagement with multiple suppliers during competition for current phase of work. Current phase has included consultation and options for feasibility of forward programme. Work Already Done Four previous phases have been completed, defining and populating the Requirements structure and Content, delivering a Concept of Evaluation approach, and exploring initial linkage to programme activity. Existing Team Existing team consists of MoD Capability and Delivery team. The Capability team consists of 5 members responsible for Programme definition, Capability planning, Requirements setting and evaluation. The delivery team includes approximately 60 personnel who will require access to the Capability Management digital toolset. Current Phase Market engagement with multiple suppliers during competition for current phase of work. Current phase has included consultation and options for feasibility of forward programme. Work Location MoD establishments situated in Bristol, Berkshire and London Working Arrangments There is a requirement for on site working at MoD and Industry premises, as required to liaise with SMEs and brief senior stakeholders on project progress. There will be a minimum requirement for the supplier to be on site 2 days/week. The remainder of the work may be completed at the suppliers own premises, subject to satisfactory security arrangements. Security Clearance Team members will require Developed Vetting Clearance prior to commencing the project. Any work completed outside the designated MoD sites must take place within a List X facility. Additional T&Cs IR 35 does not apply to this requirement . T&S will be paid iaw MoD Policy. Skills & Experience 5% - Have a proven track record of success designing, delivering and exploiting digital toolsets in a capability management environment. 5% - Have a proven track record of shaping large programme management. 5% - Have an ability to think creatively and articulate innovative ideas to solving business and IT problems. 5% - Have a proven understanding of Systems Engineering iaw ISO 15288. Nice to Haves 2% - Work at pace in environment with constrained access to SMEs. 2% - Work collaboratively with a broad range of MoD and industry stakeholders. 2% - Demonstrate familiarity with the DOORS tool. 2% - Demonstrate with the MoD ASG framework. 2% - Demonstrate familiarity with the Managing Successful Programmes (MSP) framework. No. of Suppliers to Evaluate 3 Proposal Criteria 3% - Documented evidence of essential skills. 10% - Documented proposed technical solution. 7% - Documented proposed approach and methodology. 5% - Clear and concise evidence, limited to 7 pages plus CVs. 2% - Detailed Resources Programme. 1% - Estimated Timeframe for the work. 1% - Confirmation of existing clearances. 1% - Show experience of working in a range of project delivery environments.
