Tender description

A National Energy Efficiency Scheme funded by the Welsh Government, Arbed 3, will be launched in later this year to tackle the issue of fuel poverty in Wales. Arbed Am Byth is seeking to appoint a Framework of sub-contractors for the installation of a wide range of measures including insulation, heating, monitoring and renewables. Arbed 3 is a Welsh energy efficiency scheme funded by the Welsh Government which aims to help reduce fuel poverty and improve the energy efficiency of homes in Wales. Arbed am Byth, a new joint venture between Energy Saving Trust and Everwarm, has been appointed by the Welsh Government to manage this scheme on its behalf and will develop and deliver area-based energy efficiency projects across Wales. The programme has an estimated value of 55 000 000 GBP across the next 3 years, with potential extensions of two one-year periods. This PIN is to advise that Arbed am Byth will be carrying out a tender exercise to establish a framework of local contractors across Wales to support the delivery of the scheme. Arbed am Byth is seeking expressions of interest from contractors with the capability to: — undertake whole house energy efficiency assessments, — install energy efficiency measures including heating, insulation, monitoring and renewable technologies in any or all parts of Wales. We would particularly like to hear from Wales-based SMEs with an interest in participating in this framework. Successful tenderers will be able to demonstrate existing infrastructure in Wales to service the scheme, and experience of operating locally in Wales to the zones for which they are applying. We currently envisage that installers will be appointed to one or more of the four main zones under the framework, detailed in the table below: Zone. North Wales: Anglesey, Gwynedd, Conwy, Denbighshire, Flintshire, Wrexham. Mid-Wales: Ceredigion, Powys. South West Wales: Pembrokeshire, Carmarthenshire, Swansea, Neath and Port Talbot. South East Wales: Bridgend, Vale of Glamorgan, Rhondda Cynon Taff, Cardiff, Newport, Caerphilly, Torfaen, Monmouthshire, Merthyr Tydfil, Blaenau Gwent. To support this procurement activity, Arbed Am Byth is running “Meet the Buyer” events across Wales to provide more information to interested contractors and to answer any queries they may have on the opportunity and the process.
