Tender description

This Market Sounding Questionnaire (MSQ) is issued by Transport for London (TfL) on behalf of TfL and its parent governing body the Greater London Authority (GLA) including the London Fire Brigade and London Metropolitan Police. We seek to obtain market feedback in relation to the procurement of contingent temporary (Non-Permanent Labour (NPL)) recruitment and potential options for including Recruitment Process Outsourcing (RPO) for high volume (mainly London Underground Train Operators and Customer Service Assistants) as well as Graduate and Apprentice recruitment. Its primary focus is to better understand market interest and capacity, and gather market feedback on innovations, recruitment models and potential risks and opportunities. TfL are planning to undertake a tendering process for its recruitment services for Non Permanent Labour and potentially, RPO contracts for High Volume recruitment and Schemes Recruitment (Graduates and Apprentices). TfL is carrying out a Market Sounding Questionnaire to receive input from the market to understand the supply base interest, capacity and capability to undertake TfL’s requirement. Your recommendations and input will help inform TfL’s decision on the strategy and specification. Each of the 3 areas will be distinct with separate account managers offering a bespoke service to named managers in TfL: Contingent Labour, High Volume RPO, Schemes RPO, the resources for each will be clearly laid out and defined and resources will not be shared from any of the 3 areas to the detriment of the others.
