Tender description

DHSC wish to test the hypothesis that improving the predictability of working patterns would retain more nursing staff in the NHS. DHSC are looking to appoint a single supplier to test this hypothesis. The pilot programme will be divided into three phases: I. Pilot set up: Contract Award date - August 2018 II. Implementation and pilot phase: September 2018 – February 2019 III. Evaluation: March 2019 DHSC will be appointing a single supplier to lead development, roll out and high level evaluation of the pilots. The supplier will outline a recommended approach in order to meet our aim; DHSC expect that this would include: Phase 1: Set Up • Set out the methodology and approach for the pilots, drawing on the appropriate literature and evidence to outline what interventions will be tested through the pilots in the two acute trusts and what metrics will be used to evaluate success. The Department will: • Identify two potential pilot sites (in partnership with the successful supplier) and facilitate engagement to ensure the pilots commence on 1st September 2018. Phase 2: Implementation and Piloting • Conduct pre-pilot assessment to baseline performance (e.g. through staff interviews and surveys, data collection). • Implement a six month pilot programme in two acute NHS trusts. • Collect and analyse appropriate data in support of the programme. Phase 3: Evaluation • Provide an evaluation report that summarises the learning from the pilots and includes a post-pilot assessment of the data to understand the impacts of the programme. This output should serve two target user groups: • Managers and clinicians in all NHS Trusts and NHS Foundation Trusts involved in the management of the NHS workforce. • Senior officials in DHSC and NHS I responsible for policy related to the management of the NHS workforce. This report should include a summary of the thematic findings and key learning's generated from across the pilots
