Expected Contract Length Up to 2 years Latest start date Monday 30 April 2018 Budget Range Highways England anticipates the total cost for service transition, service management, delivery management and digital commercial capability to be in the following range for 12 months (April 2018 to April 2019) £300,000 - £450,000. This is based upon benchmarked costs from existing suppliers providing similar levels of technical resources at SFIA levels 4 & 5. Why the Work is Being Done This HAPMS support and maintenance contract is to continue to support a key system that currently holds all definitive data for Highways England pavement assets, its network definition, inventory and condition data until the implementation of the Integrated Asset Management Information System (IAMIS). This is for a period of up to 2 years. Problem to Be Solved Highways England requires support of their Pavement Management solution. The service provider will need to support both the current HAPMS environment and assist in the transition to any new solution. Pavement Management is a key area of the business and requires significant civil engineering knowledge as well as IT centric abilities to maintain the existing and future solutions. This contract requires support of the existing legacy system that resides in out of support Windows 2003 environment. The service will also need to provide a helpdesk and provide advice on the use of the system to deliver engineering outcomes. Who Are the Users Users of the system are Highways England staff and related supply chain and they are required to maintain Highways England’s pavement data as well as interrogating the system to determine suitable pavement renewals works. Early Market Engagement Not Applicable Work Already Done Not Applicable Existing Team Support to the existing HAPMS system is provided by Leidos as part of a wider team including Atos, Pitney Bowes, and TRL. Current Phase Not applicable Skills & Experience • Have suitable Technical knowledge of Pavement Management systems and associated applications needed to manage the service. • Provide staff with suitable ICT and civil engineering experience to provide advice and training on the use of HAPMS to achieve engineering outcomes. • Support the HAPMS product and ensure its ongoing availability at 99.5%, within an ITIL V3 aligned service model • Close working relationship with hosting suppliers and working in a multi-supplier model. • Close working relationship with Highways England, and experience of collaborative working with customers across a range of projects and services • Have demonstrable experience of managing a Pavement Management Solution in a live operating environment for a Large Organisation and its 3rd Parties. Security Clearance In line with standard Highways England security checks. Additional T&Cs Highways England will use the standard DOS2 contract. No. of Suppliers to Evaluate 3 Proposal Criteria • Technical Solution to support the system • Approach and methodology • How the approach meets Highways England needs • Key staff experience and experience of working on similar contracts • Ongoing support to an out of support product set • Availability and business recovery Cultural Fit Criteria • Adhere to defined HE policies and procedures • Work as part of a wider team including both technical and non-technical team members. • Support Collaborative working ethos Payment Approach Time and materials Evaluation Weighting Technical competence 65% Cultural fit 10% Price 25% Questions from Suppliers 1. Can you please confirm the specific roles and size of team you require? It is up to the supplier to determine what resources they will need to deliver the service. The helpdesk element will be required to be continuously operational during office hours (08.30 to 17.00) and the supplier should allow for sufficient staff for this requirement to be met. 2. The essential criteria include having knowledge and experience with Pavement Management Solutions. Is experience with other types of asset management system (e.g. railway assets) considered acceptable and equivalent? Experience of supporting management systems for non-pavement assets (e.g. rail) has some relevance but the essential requirements stipulate knowledge of pavement engineering applications (i.e. using existing and new applications for storing and analysing data associated with road pavements, particularly those road networks similar to that operated by Highways England and its service providers). It is expected that the successful supplier already has staff with suitable experience with pavement management systems and pavement engineering to be able to successfully provide the engineering outcomes required in supporting the use of the existing system. 3. Please could you provide further detail on both the HAPMS system, and the Integrated Asset Management Information System (IAMIS), such as vendor and product names, and details of any integrated systems. HAPMS is currently based upon an outdated version of the Pitney Bowes Confirm product. HAPMS is integrated with the Software for the Whole-life Economic Evaluation of Pavements (SWEEP) solution, a bespoke Highways England software solution. IAM IS is based upon the AssetWise product from Bentley. A similar bespoke solution to SWEEP will also be integrated with this product as part of the future pavement module roll out.
