Tender description

From 1.10.2018, the London Borough of Newham intend to contract primary care public health services for NHS Health Checks, Chlamydia and Gonorrhoea screening in under 25s, long-acting reversible contraception (LARC) and population-level HIV screening for new GP registration. We would like to hear from potential providers interested in delivering these services, to inform the planning of our procurement process. Suitably qualified providers are invited to express an interest by 19.6.2018, 12:00. Market engagement meetings or events may be held subsequent to this deadline. Further specific details of the requirements are set out in section II.2.4. From 1.10.2018, the London Borough of Newham intend to contract primary care public health services for NHS Health Checks, Chlamydia and Gonorrhoea screening in under 25s, long-acting reversible contraception (LARC) and population-level HIV screening for new GP registration.. Requirements. Potential providers must: — have real time access to the most up to date medical / patient records of all Newham residents registered with a GP — including those with and without an existing illness or long-term health condition — in order to satisfy the inclusion/exclusion criteria for NHS Health Checks, and deliver a call / recall model, — be able to embed a new patient HIV test within each new patient GP registration to ensure comprehensive access to eligible patients, — be able to assure the Commissioner that patient files are kept up to date in the GP record, — be registered and compliant with Care Quality Commission (CQC) requirements, — be able to demonstrate immediate capacity and resource to not only deliver the programme, including access to the medical/patient records of all Newham residents registered with a GP at the start of the contract, but also to improve performance – in line with the responsibilities placed on Local Authorities in Public Health England's (PHE) NHS Health Checks Best Practice Guidance (2017), which states that “local authorities are required to continuously improve the percentage of eligible individuals having an NHS Health Check” (p.12), — review data handling regularly (including training needs) and provide anonymised data for audit using processes which have been agreed in consultation with the Local Medical Committee (LMC), — be GDPR compliant by adhering to Information Governance and Data Flow requirements for NHS Health Checks as set out in PHE’s NHS Health Checks Best Practice Guidance (p.15) and the NHS Health Check website, — ensure, where possible, patients with an unconfirmed / diagnosed condition are enrolled onto NHS Newham Clinical Commissioning Groups (NCCG) Extended Primary Care Service (EPCS) to ensure appropriate confirmatory testing / long-term management, — adhere to the National Chlamydia Screening Programme's Quality Assurance Framework, which outlines, among other things, the potential for annual opportunistic screening of all sexually active young people under 25 years old on the GP register, — demonstrate seamless access to the necessary pathways and protocols in place with the local acute pathology lab to facilitate the transfer of information (result management), treat patients through prescribing medication and conduct / facilitate onward partner notification to halt the spread of the infection in the wider population. Potential providers must have suitability to pursue the professional activity, including the ability to: — achieve and maintain competence to deliver LARC as specified by the Faculty of Sexual and Reproductive Healthcare (FSRH) as part of a primary care pathway. (The authority has already commissioned a specialist integrated sexual health provider), — have appropriate treatment rooms for delivery of LARC as specified by FSRH latest clinical guidance, within each geographical GP cluster / community neighbourhood, — ensure that patients with needs relating to uncomplicated STIs should have their care managed by appropriately skilled healthcare professionals, as defined by the latest standards specified by the British Association for Sexual Health and HIV (BASHH).
