Tender description

The Council is seeking an innovative, creative, flexible and committed provider prepared to work in close and effective partnership with adults with learning disability (including those who also have physical disability, autism, complex needs and/or challenging behaviour) and their family / carers to provide personalised residential respite, enabling people during their stay to maintain and develop their skills, participate in meaningful activities and be part of the community and enabling their family / carers to have a break. The service is to be provided from the ground floor of a seven bedroom Council owned building on Sewardstone Road, E2. The successful provider will be expected to enter into a lease arrangement with the Council for the duration of the contract. The Heads of Terms setting out key elements of the lease as well as floorplans are contained within the tender pack. Agreement to these terms and the lease is a condition of contract award. The key requirements of the specification are to: a) provide a safe, welcoming, caring, clean, secure, well maintained, homely and comfortable environment for people to stay for their allocated respite time in this CQC registered service; b) enable people to participate in high quality, personalised and varied meaningful and developmental indoor and outdoor activities at the premises and in the community during their stay, by directly providing activities, supporting them to access local and community activities and arranging for them to continue to participate in the regular activities as set out in their individual support plan; c) offer a range of activities and give people choice; d) provide nutritious, tasty and culturally appropriate meals and refreshments, involving people in the preparation and serving of meals as part of developing their independent living skills; e) develop and deliver an evening programme and give care and support to enable people to have a comfortable night’s sleep; f) facilitate a sociable and relaxed environment while respecting people’s requests for privacy and wishes to spend time on their own; g) support people with bathing, dressing or other personal care needs when required; h) support the continued delivery of health and other treatment programmes that are in place for people and facilitate their delivery while people stay in the respite premises; i) involve people in all aspects of the planning and delivery of their own respite and of the service as a whole; j) communicate information about the respite provision to people in ways they can understand; k) support people to have a smooth transition from home to respite and back again; l) communicate regularly and work closely with CLDS, participating in support plan and PBS reviews. The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012. The Authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation. The anticipated contract start date is: 3.12.2018. The maximum total value of the contract over 5 years is: 3 200 000 000 GBP. Please note that bids which exceed this figure will be deemed non-compliant and will not be accepted. For a period of: 3 years with option to extend for 2 x 1 year periods (3 + 1 + 1).
