The council is seeking to procure home contents insurance services for its tenants. Rotherham Metropolitan Borough Council has provided a successful home contents scheme, for many years, for the benefit of its tenants. This is a service that aims to provide them with a quality product that is competitively priced against what is available in the market both in terms of premium levels and the level of cover, including exclusions and excesses. It is important the scheme reflects the intended market and overall requirement to assist the council in reducing financial exclusion. The contract is for an initial period of just under 3 years with an option to extend at the sole discretion of the council for up to a further 3 years, subject to performance. The council is seeking to procure home contents insurance services for its tenants. Rotherham Metropolitan Borough Council has provided a successful home contents scheme, for many years, for the benefit of its tenants. This is a service that aims to provide them with a quality product that is competitively priced against what is available in the market both in terms of premium levels and the level of cover, including exclusions and excesses. It is important the scheme reflects the intended market and overall requirement to assist the council in reducing financial exclusion. The schemes administration is handled by in-house staff in accordance with the administration procedures as set out by the scheme insurers in line with FCA exemption. The council currently utilise its own computer systems for monitoring and managing the insurance policies but we are not averse to using another’s system if that creates efficiencies. There are approximately 20 850 properties including lease properties and 1 497 tenants /leaseholders who have joined the existing tenant’s insurance scheme. The contract is for an initial period of just under 3 years with an option to extend at the sole discretion of the council for up to a further 3 years, subject to performance. The estimated contract value range is between 300 000 GBP and 1 000 000 GBP depending on the total length of the contract, and the number of tenants joining the scheme during the contract term. TUPE is not considered to be an issue in respect of this is on the basis that there is no organised grouping of employees dedicated to providing these services under the current arrangements. Potential providers should therefore not take TUPE into account when completing the pricing and commercial schedule. It is the responsibility of potential providers to take their own advice and consider whether TUPE is likely to apply in the particular circumstances of the contract and to act accordingly. The potential provider is encouraged to carry out its own due diligence exercise.
