Tender description

The contract(s) will provide security and car park services to the Royal Berkshire NHS Foundation Trust and its subsidiary Healthcare Management services Ltd. The contract will provide onsite security and car park management for sites in Reading and an out of hours key holder service for the Windsor Dialysis unit, during the course of the contract, provision maybe extended to other locations managed by the Trust. Car Park Management will include operating ANPR and other control systems and supporting and enforcing the Trusts White list of approved users. Bidders will be encouraged to. The Procurment is seeking to replace the Trusts existing contract which will expire in December 2018. This will coverr a wide range of services this will include providing a range of servirity services to protect the tRust staff and property as well as car park management services. Below is a short list of requirements. Security. — locking and unlocking of Trust property each day, — management and response to alarm systems, — management of access control system including ID badge, — minimum of 3 full site patrols each day and night shift, — fire exit monitoring, — where expected confirm fire fighting equipment in place, — routine checking of fire panels and reporting of faults, — health and safety checks and reporting of defects, — reporting of breaches of Trust policy, — all incidents logged, investigated and reported on, — escorts, — missing patient search, — management of lost property, — collection of sharps, — management of CCTV systems, — management of Access Control systems, — key Management, — lift failures and entrapments, — support Reception Desk staff, — authorised lock and unlocking of mortuary, — out of hours response as Key Holder to offsite properties e.g. Windsor Dialysis Crash Call / Emergency assistance, — promote security awareness, — staffing — 1 Manager and each shift to have. —— 1 Maternity Officer, —— 1 Control Room Officer, —— 4 Patrolling Officers, one of these to be a designated Supervisor. — all staff SIA registered, — up to 4 additional site trained officers to be on site within 2 hours of request, — ideas to improve service provision, identify efficiencies and cost saving during the life of the contract, — hourly rate for additional officers for bed watch of more than 4 hours duration (Paid for by the Ward), — formal Monthly reporting and quarterly meetings as a minimum requirement, — TUPE of existing staff. Car Park Management. — car park patrols, — car parking enforcement, Penalty Notice, Assistance to Public, Permit management, — pay and display and pay station cash collection, — the Trust is currently installing an ANPR system in its main car park at the Royal Berkshire Hospital the successfully bidder will be required to operate the system in conjunction with the guidelines stipulated by the Trust.
