Why the Work is Being Done NEL CSU are looking to award a contract for the provision of a small, highly specialised programme delivery team to deliver an ICT strategic transformation programme. The Health and Justice secure estate in England is under going a period of change with respect to ICT infrastructure and systems. The estate encompasses: Police, Courts, Prisons and various other settings. The commissioners and healthcare providers need a secure and stable platform to allow the use of various clinical applications. This work is to provide the overall program management within the secure estate ensuring the successful delivery of ICT change. Problem to Be Solved NEL CSU require an experienced delivery partner to help manage and deliver the following services in a challenging environment. 1. Project Manage and oversee the design, configuration and implementation of the ICT refresh programme within the secure H&J estate. 2. Project Managing the design, configuration, implementation of all HSCN connections, internal network infrastructure, desktop and server solutions and all peripheral devices including connectivity and configuration to clinical record systems where appropriate. Who Are the Users The CSU provide ICT services to a range of NHS and healthcare providers. With our partners we are undertaking a transformation programme that will enable us to better support the needs of healthcare providers within the secure Health and Justice Estate. The end users are the clinical and administration staff employed by various healthcare providers, both private and public sector, providing healthcare within the H&J estate. Early Market Engagement Work Already Done Existing Team The existing programme is a blend of security cleared contract engineers who work with specialist companies for specific pieces of work as required. These staff are supplemented by directly employed CSU staff. Current Phase Live Work Location London with travel throughout the United Kingdom. There is a regular requirement to visit and work on-site at secure locations across the UK. The current team are located near Liverpool Street Station in London. Working Arrangments We envisage that the programme team will work closely with the ICT director with overall responsibility for this service, and wider operational staff, requiring at least 2 days on NEL CSU sites. Travel between a range of sites across the secure estate in the UK will be required and should be included in the overall pricing envelope provided by the supplier. Security Clearance All staff engaged on the programme must be security cleared at a minimum to: 1. HMPPS SC level 2.Warwickshire Police NPPV Level 2 CTC. In addition, it would be advantageous to hold security clearance from the Met Police in London. Additional T&Cs Skills & Experience All staff engaged on the programme must be security cleared to HMPPS SC level All staff engaged on the programme must be security cleared to Met Police or Warwickshire Police NPPV Level 2 CTC Have demonstrable Programme and Project Management experience in planning, risk, dependency, financial and change management aspects of large scale ICT transition programmes. Demonstrable expertise in managing the transition of projects into live service environments within the last 12 months Demonstrable management of NHS network and ICT infrastructure refresh projects (at various scales), using industry standard methodologies Demonstrable experience of matrix-managing a multi-disciplinary team within the last 12 months. Demonstrable experience of ICT desktop and server engineering skills Nice to Haves Evidence of experience and knowledge of ICT infrastructure in the temporary police healthcare estate. Evidence of experience and knowledge of ICT infrastructure in the healthcare prison estate. Evidence of experience and knowledge of ICT infrastructure in Courts and Tribunal settings to support healthcare delivery Provide and demonstrate your approach in engaging with ex-service users within this sector.
