Provision of Youth Services in Wotton-under-Edge (Re-issued)

Tender description

This is a re-issue of the Invitation to Tender (ITT) for the provision of youth services in Wotton-under-Edge which was originally released on 29th March 2018 (WTC YS ITT Feb 18). The amendments to the original tender documents are as follows: a. All updated documents: revised acquisition timescales; b. ITT: addition of TUPE information from incumbent supplier; c. Service Level Agreement: additional clause to cover the provision of TUPE information at the end of the service period; d. Service Specification: clarification of service options. A revised TUPE statement was issued on 22 May 2018. To accommodate these changes, the date for return of tenders has been extended to 11th June 2018. The service start date remains 10th September 2018. Organisations are invited to tender for the development, management and provision of demand led youth service provision in Wotton-under-Edge in accordance with a Service Level Agreement (SLA) and associated Service Specification. Such organisations might include social enterprises, charities, co-operatives, staff mutual or community interest companies. Funding for the core service will be provided by Wotton-under-Edge Town Council. A sum of up to £16,500 per annum is available for a three year programme. The provider should be able to demonstrate: flexibility and partnership working; experience of SLA/contract management and ability to deliver to time and budget; the range of policies and procedures required in order to ensure the safeguarding of young people; relevant and demonstrable experience in working with young people aged 11 to 19 years; ability to provide appropriate youth and community work programmes which are positive and progressive; ability to provide and supervise appropriately qualified personnel; ability to develop flexible and adaptive provision; commitment and proven track record in engaging in partnership working; ability to maintain sound working relationships with commissioners and partners; ability to secure grants and fundraise to facilitate provisions of the service options stated in the Service Specification. The service is to be provided in Wotton-under-Edge. A well equipped youth centre in the town will be made available and funded by Wotton-under-Edge Town Council.
