The Renfrewshire Council on behalf of Renfrewshire valuation joint board is looking to award a suitable and qualified supplier a contract for an Electoral Management System (EMS). The Renfrewshire Council on behalf of the Renfrewshire valuation joint board is looking to award a suitable and qualified supplier a contract for an Electoral Management System (EMS): The scope of the required system includes as its principal components /functions: — electoral registration management including: rolling register, annual canvass, postal vote verification and absent voter refresh management, — elections management for multiple, single, combined or overlapped elections including management of the absent voters process, — document image (DIP) enabled, — Microsoft word interface, — the ability to capture “young electors” for the Scottish Parliamentary & Local Government Elections, — the ability to capture “young attainers” from 14 years of age for Scottish Parliamentary & Local Government Elections, — with regard to Individual Electoral Registration (IER), the capacity for producing outputs for transfer via secured communications with Government /cabinet office (PSN), — The contract should also provide for comprehensive user training on site, user manuals and system support, — The availability of a restricted functionality version of the Electoral Register, preferably with an intranet based view, that can easily be made available to other departments and Contact Centres of the 3 Councils served by Renfrewshire Valuation Joint Board.
