Tender description

ENHCCG are awarding this contract as an emergency award to ensure that provision continues without any interruption, to restore services locally (through bringing back Direct Access Services to the site and installation of a permanent x-ray machine) and to provide a safe and reliable service. This will be a direct award for 3 years and the commissioner may exercise an extension for a further 2 years to provide x-ray facilities at the Community Hospital site in Cheshunt, Hertfordshire. The contract will include the provision of both Direct Access x-rays for GP’s and an x-ray service for the local MIU. The expected of activity is 14 300 per year with an estimated annual value of 386 100 GBP. The situation has arisen due to the need to replace the permanent x-ray machine at the site. This has necessitated interim arrangements being put in place to secure ongoing service provision, including the use of a mobile x-ray machine that is able to support MIU x-rays only, and the temporary divert of Direct Access x-rays to alternative sites. In addition, the current provider has provided notice that it is unable to put a permanent machine into Cheshunt Community Hospital, and formal notice of its intention to cease delivery of this element of its contract. ENHCCG are awarding this contract as an emergency award to ensure that provision continues without any interruption, to restore services locally (through bringing back Direct Access Services to the site and installation of a permanent x-ray machine) and to provide a safe and reliable service. The award is necessary to ensure that there is no interruption to service but will also provide stability for the Community Hospital and secure the provision of a fixed x-ray machine which will allow more patients to be treated locally following the reinstatement of Direct Access provision. With a sustainable MIU located at Cheshunt it will support ENHCCG in exploring future opportunities for local health care provision and importantly secure a safe and reliable local MIU service. It is also paramount to ensure that the provision of the x-ray service is an attractive and viable proposition to enable investment in the purchase and maintenance of a permanent machine. It will also ensure that a rapid mobilisation is put in place to ensure there is no gap in the current x-ray provision. ENHCCG will review and explore potential options for the service located at the Cheshunt Community Hospital site as part of the planned service review of the Minor Injury Unit.
