Tender description

This is a voluntary ex ante transparency notice and is intended to provide notice of the CCG's intention to award a 9 months contract for the provision of extended access services in North East Essex. This is a voluntary ex ante transparency notice and is intended to provide notice of the CCG's intention to award a 9 months contract (1.7.2018 to 31.3.2019) to 6 GP providers for the provision of extended access services across the North East Essex CCG area. The service will be delivered as a seamless extension to core-list based primary care services through locality-based hubs across the North East Essex CCG area, offering routine pre-bookable and on the day appointments with a range of primary care professionals from 08:00 - 20:00 hours, Monday to Friday and weekend access including all bank holidays. The original milestone for 100 % achievement of the 7 extended access standards was set for 31.3.2019; however, this delivery date was brought forward and 50 % delivery is now expected by 1.7.2018. As a consequence, there is a clear risk that even if a provider were identified via an accelerated procurement procedure, there would very clearly be insufficient time to complete a robust contract mobilisation and meet the revised service provision trajectory which the CCG is mandated to deliver and report on. 2 Critical contract mobilisation risks are workforce and local pathway knowledge and include the ability to mobilise the level of clinical and administrative personnel available to deliver extended access, ensuring 50 % delivery by 1.7.2018. The CCG is thus mitigating this clear risk of service failure by engaging with local GP providers, and focusing on local integration, collaboration and at scale working, including the sharing of workforce during a period where practices are experiencing continuing recruitment challenges.
