Fleet management, repair and maintenance services

Tender description

At present, though subject to change, the scope of this requirement is for a holistic contract which delivers the services listed below to the NCA in England and Wales, Scotland, Northern Ireland and Internationally: 1) Account Management; 2) Fleet Management System; 3) Vehicle Sourcing; 4) Management of Existing Owned and Leased Vehicles; 5) Vehicle Utilisations/Optimisation; 6) Vehicle Distribution and Movements; 7) Vehicle Maintenance (SMR); 8) Vehicle Disposal; 9) Vehicle Conversion and Modification, including in life maintenance and support; 10) Vehicle Decommissioning; 11) Drive Support Services; 12) Breakdown and Recovery; 13) Vehicle Downtime Management; 14) MOT Management; 15) Mileage Management; 16) Fuel Card Management; 17) Fines and Charges; 18) P46(Car)/ P11D; 19) Implementation and Transition Management. The vehicles will be passenger cars, motorcycles, armoured vehicles and LCV's up to 3.5 Tonnes. Anticipated Contract duration 4+2+1 (7 years total). Although the aim is a holistic contract, if following Supplier engagement the market is unable to deliver a value for money solution then the NCA may consider loting the requirements into 2 Lots. Lot 1 will cover the following: 1) Account Management; 2) Fleet Management System; 3) Vehicle Sourcing; 4) Management of Existing Owned and Leased Vehicles; 5) Vehicle Utilisations/Optimisation; 6) Vehicle Distribution and Movements; 7) Vehicle Maintenance (SMR); 8) Vehicle Disposal; 9) Vehicle Decommissioning; 10) Drive Support Services; 11) Breakdown and Recovery; 12) Vehicle Downtime Management; 13) MOT Management; 14) Mileage Management; 15) Fuel Card Management; 16) Fines and Charges; 17) P46(Car)/ P11D; 18) Implementation and Transition Management. The vehicles will be passenger cars, motorcycles, armoured vehicles and LCV's up to 3,5 Tonnes. Service required to be delivered throughout whole of UK and at select international locations. Anticipated contract Length- 4+1+1+1 (7 year in total). Combined value of both Lots over 7 year period is around 50 000 000 GBP ex VAT, based on historic values it is expected 25 000 000 GBP will be spent on Vehicle Sourcing and further 25 000 000 BP on SMR, Conversion and Modification and Fleet Management services, these are provided as a guide only and are subject to change. Ideally the NCA at this stage is looking at a holistic contract to provide this requirement, in conjunction with the Fleet Management requirement, however this is subject to change based on Supplier feedback and the Specialist Vehicle Fit Requirement may form a specific lot. The vehicles will be passenger cars, motorcycles, armoured vehicles and LCV's up to 3.5 Tonnes. Value for combined Lots is 50 000 000 GBP excluding VAT based on historical 7 year period. Historically spend on modification, conversion, repairs, account management of Specialist Vehicles has been 15 000 00 GBP over a 7 year period. Contract anticipated to be 4+1+1+1 (7 years in total).
