Tender description
Homes for Haringey wishes to appoint a suitably qualified and experienced Consultant to carry out asbestos surveying, air monitoring including site assessments for reoccupation, and consultancy services. The Consultant must be UKAS accredited to ISO/IEC 17025 for asbestos fibres in air which includes, fibre counting, sampling of air for fibre counting, the 4 stage clearance process and mobile laboratories. UKAS accreditation to ISO/IEC 17025 is also required for asbestos in bulk material identification and sampling of bulk materials. The Consultant must be UKAS accredited to ISO/IEC 17020 for surveying of asbestos in premises (Inspection Body status). To carry out Management Surveys, Demolition / Refurbishment Surveys and sampling as dictated at Appendix 7 — Asbestos: The Survey Guide (HSG264). Where the survey is completed for a void property the consultant shall leave a completed hand written form indicating the likely locations of Asbestos Containing Materials (ACM). 1 electronic copy should be provided submitted to HFH as appropriate. The asbestos report should include the following: 1) type of Asbestos; 2) type of product; 3) location; 4) extent; 5) accessibility; 6) surface treatment; 7) condition (including photographs); 8) extent of material (Meters); 9) priority risk assessments; 10) material assessment (score); 11) budget estimate to carry out the asbestos removal work; 12) bulk sample certificate. To carry out asbestos in bulk material identification and sampling of bulk materials as per the ISO/IEC 17025 and 17020 accreditation and all current HSE regulations. To carry out personals, leaks, background and reassurance air tests and 4 stage clearance processes as required. The consultant will be expected to have mobile laboratories. The consultant must be UKAS accredited to ISO/IEC 17025 for these processes. Additional duties connected with the provision of reports, testing, sampling etc. consistent with overall delivery of service: The Consultant will be required to carry out surveys taking samples of suspected asbestos-based materials of HFH’s properties e.g. flats, houses, communal areas blocks, corporate buildings etc. All suspected asbestos materials sampled should be clearly identified on the drawings with the sample reference number. In residents' properties samples should be obtained as unobtrusively as possible and the Consultant should use suitable filler and make good sampled areas. If additional making good is requested, this should be referred to a HFH Officer. All communal areas that have had samples taken from them should be clearly identified on the drawings with the sample reference number. If damaged asbestos is identified, the Consultant should report to the HFH immediately, together with a risk assessment. Surveys, sample results and risks assessments should be recorded as per the Survey Guide in addition to any format dictated by the Consultants UKAS Accreditation (ISO/IEC 17025 and 17020). Where removal works are instructed by HFH’s asbestos team the Consultant may be requested to carry out personals, leaks, background and reassurance air tests. On completion of the project, the Consultant if required will be instructed to carry out a 4 stage clearance which involves preliminary checks of site condition and job completeness, thorough visual inspections, clearance air monitoring inside the enclosure and finally assessments of site reoccupation after the enclosure has been removed. Should all stages pass a certificate of reoccupation will be issued and sent to the relevant personnel at HFH by email in electronic format. The Consultant will be required to keep HFH informed of any new developments associated with asbestos management, Health and Safety Regulations, legislation and other statutory provisions and to make the necessary recommendations to ensure the safety of the occupants, the removal contractor’s employees and subcontractors, HFH’s employees etc.
