Tender description
Further information will be provided in the Selection Questionnaire (SQ) and Invitation to Negotiate (ITN) documents however in summary, the scheme consists of, but is not limited to, Site clearance and removal of vegetation, topsoil and hardstanding. Ground remediation as necessary, of the localised soils and groundwater’s. Removal of relic structures. Construction of a deep berth extension of the ash barge dock to allow vessels with a draft of up to 9.0m to use the berth. Formation of a new piled quay wall on land, excavating existing soils between the new wall and existing wall and breaking out existing relic structures and finally removing the existing quay wall. Dredging with suitable batters formed between the dredge pockets and the tidal basin and a 10m wide open quay structure formed at the rear of the existing dock using tubular steel piles. Construction of a new open quay structure to the landward end of the existing ash barge dock. The Contracting Authority is seeking to appoint a Principal Contractor to work with in order to deliver the design and construction of Northumberland Energy Park – Phase 1 (“the scheme”). The works will be procured on a Design and Construct basis utilising the FIDIC Plant & Design form of contract, with specific amendments made to the standard clauses, of which further information will be provided within the procurement documentation. The first stage of the procurement will consist of a Selection Questionnaire (SQ) being issued to and subsequently completed and submitted by potential bidders. The SQ is the Crown Commercial Service standard SQ which will be marked by an assessment panel on a pass/fail basis with the exception of Section 6 which is a Technical and Professional Ability section with this being merit scored. Details of the evaluation process will be as stated in the procurement documents with a maximum of 4No. bidders moving to the second stage. The second stage of procurement will be a competitive procedure with negotiation with the top 4 scoring bidders from the SQ process evaluation being invited to the Invitation to Negotiate (ITN) stage. Bidders at this stage will be required to submit a tender that will be evaluated in order to ascertain a Preferred Bidder. The ITN will be assessed on the basis of a 60 % Quality and 40 % Price weighting. The successful preferred bidder shall be responsible for the Design, Procurement, Delivery to Site, Off-Loading, Construction, Installation and Commissioning (including all testing) relating to his delivery of the Northumberland Energy Park – Phase 1 works. The Authority reserves the right to modify the scheme at any time prior to the scheduled date for submission of a tender. Additional scope and requirements can be added or amended. Notification of such changes shall be provided to all Bidders simultaneously and Bidders will be assumed to take account of any such modifications and amendments. The project scope at the time of the issue of this notice is set out in the documents provided as part of it. It is intended that after the completion of this contract a further contract will be let to undertake specific development works at the site as required by an operator/developer who will take possession of the site at a later date. There is the possibility that an operator/developer will come forward who has a development programme which requires actions/activities which are outside the current scope of work to be undertaken during the contract period. In the event of this occurring the Contracting Authority will negotiate with the contractor an amendment to the contract to undertake these works or amendments to the works already undertaken. The potential amendments to the current scope of works could relate to the standard and extent of site turn over/reclamation on the main site area and the provision of specific heavy load out pads and dock furniture in the Ash Barge Dock extension. If the developer/operator's changes are significant, the Authority reserves the right to cancel the contract and begin a fresh procurement in accordance with regulation 72 of the Public Contract Regulations 2015.
