Tender description

The purpose of this project is to procure a Development Partner to manage the construction of the proposed Kingston Community School development at 15 Coombe Road, Kingston upon Thames. This is a very exciting development comprising the construction of a 2 form entry 420 place primary school and 19 residential units for private sale. The project represents an attractive mixed-use development opportunity with planning permission with the school aspect funded by the Department for Education. The purpose of this project is to procure a Development Partner (“Developer”) to manage the construction ofthe proposed Kingston Community School development at 15 Coombe Road, Kingston upon Thames. This is a very exciting development comprising the construction of a 2 form entry (2FE) 420 place primary school and 19 residential units for private sale. The project represents an attractive mixed-use development opportunity with planning permission with the school aspect funded by the Department for Education (“DfE”). Proposals are being sought from a Developer to deliver the project for the ESFA/LocatED (on behalf of the Secretary of State) and the associated Free Schools Trust, Chapel Street Community Trust (“The Trust”). The Secretary of State (“SoS”) owns and contributes the land to the project. The SoS retains freehold ownership of the land and intends to grant a 250 year leasehold interest to the Developer, on entering a DevelopmentAgreement. The Developer will be required to complete the design and construction of the school and residential elements of this project, fund the residential build cost and has the opportunity to manage the residential sales. The educational elements of the build will funded by the DfE. An anticipated deal structure isset out in the procurement documents.
