Summary of the work Delivery of Technical Authoring capability to define and document the standards, specification and implementation of all API design work. This will include delivering all required standards and specifications to enable specified APIs to be developed. Specialist role Technical Architect Expected Contract Length 12 Months Latest start date Saturday 30 June 2018 Maximum Day Rate £750 Who Speclialist Work With The specialist will report to a Programme Manager and be part of The Clinical Triage Platform (CTP) Team. The specialist will work with other teams throughout NHS Digital The specialist will work with suppliers to CTP The Specialist may need to work with other NHS Organisations. What Specialists Work On Management and writing of the standards and specifications for any and all APIs being developed as part of the CTP programme including:- Atomic API's (those of lowest level functionality) Composite APIs Test Harnesses/Stubs Mock Client system Skills & Experience • Bachelor's degree in Computer Science, English, Technical Communications, or a related field. • A minimum of 5 years of experience as a technical writer or information developer. • A minimum of 5 years of experience creating API, architectural, and other technical-focused documentation. • A minimum of 5 years of experience working in a topic-based authoring environment. • Experience working in a software development environment. • Familiar with the software development life cycle and Agile processes. • Good foundation in programming, API design, and software architecture. • Experience with source control and bug-tracking systems. • Proven ability to learn new systems and develop product expertise quickly. • Significant experience of current commercial standards/specifications; technical requirements and experience delivering Interoperability specifications and standards, and design and delivery process enabling developer resource to deliver API's in major technology platforms • Microsoft Word, Excel, PowerPoint and Project Nice to Haves Jira, Trello Work Location Work will be based in Leeds or London, to be discussed, and travel to both locations is required. Travel to other supplier bases will also be required. Working Arrangments Travel will be in accordance with the NHS D Expenses Policy Webex and telephone conference is availble for most meetings but some will require attendance in person as they arise. Travel to supplier sites will be needed to ensure work packages are being delivered Security Clearance Baseline Personal Security Standard Additional T&Cs NHS Digital Supplementary and Special Terms will be discussed agreed with the successful supplier No. of Specialists to Evaluate 5 Cultural Fit Criteria • Work as a team with our organisation and other suppliers • Transparent and collaborative when making decisions • Have a no-blame culture and encourage people to learn from their mistakes. The location is stated as, "No specific location, eg they can work remotely" but also stated, "The role will be based in Leeds or London, to be discussed Base location can be either Leeds or London dependent on where the candidate lives. Travel will be required from the base to the other location, and also to supplier sites in the UK. 2. Is there an incumbent, or is this a new role? This is a new role 3. Is this inside or outside of IR35? The working assumption should be that this is within IR35 regulations. This will be clarified with the supplier before contract is awarded. 4. Travel to both locations will be required. Travel to supplier bases also required." In either case, will all travel expenses from the specialist's location be reimbursed, in accordance with NHS Expense policy? Will all travel expenses to London, Leeds and other locations be reimbursed? Or are you expecting all travel expenses to be included in the day rate? Expenses will be in accordance with the NHS D Expenses Policy. Expenses can be claimed for travel away from the Base location. Expenses cannot be claimed for travel to the Base Location.Costs incurred by the Supplier in delivering resource to the Base Location will need to be factored into the Supplier's Day Rate. 5. Please can you confirm the amount of travel involved and the percentage of time the contractor would need to be in London/Leeds? At least 2 days per week in the other location 6. Is 100% remote working allowed? No, the supplier will be required to attend London/Leeds 7. The rate for this role seems fairly high given the duties and experience required; is this because of IR35? We believe the maximum rate is appropriate for this requirement based on experience of using DOS.
