Tender description
Requirement for ventilator capability for deployed hospital care. With a view to awarding contracts that will commence in 2019. The main part of this requirement is to supply a replacement to the existing ventilators for about 44 to 86 of them. The system shall provide an effective method of ventilating adult and paediatric patients during anaesthesia and intensive care in a mobile forward environment, and during aeromedical evacuation, minimising risk to patients as well as the logistic burden. Key user requirement (KUR). ID — 1 The system shall be lightweight and robust, [Remarks] Able to be easily transported by a single individual including protective packaging whilst connected to a patient. Reliable after transport. Drop resistant. Weather resistant. ID — 2 The system will deliver UK quality ventilation to adult and paediatric patients (down to 3kg). It will work with volatile anaesthetic drawover systems, and be safe with volatile anaesthetics. [Remarks] A system that does not require regular calibration is preferred. ID — 3 The system will monitor volumetric parameters and oxygen concentrations. [Remarks] This is not available in the Tempus Pro physiological monitor. ID — 4 The system will not require mains power or high pressure oxygen for its use. Must be compatible with low pressure/low flow oxygen supplies. [Remarks] Logistic burden. Battery must be hot swappable and above threshold duration. ID — 5 The system will be easily configurable and intuitive to use. [Remarks] Allow rapid set up. Minimise skill fade after training. ID — 6 The system will have CE marking to allow use within NHS environments. [Remarks] To allow for continuation training and assure concurrence with standards. ID — 7 The system will minimise risk of disconnection from the patient. [Remarks] Minimise number of connectors. Be stable in a wide variety of environments. ID — 8 The system shall be easily configured with generic airway connectors and equipment. [Remarks] Simplify logistic burden. ID — 9 The system will work in a wide variety of environmental conditions including in aircraft, high/low temperature and high humidity. [Remarks] To allow for all areas of operation. ID — 10 The user needs to be able to maintain and use the device easily. It should have minimal servicing requirements and a user manual including trouble shooting guide. Team Leidos wishes to stimulate interest, information and views across the market for the supply of this requirement via this Request for Information (RFI) together with other companies whom Leidos believes may be able to provide useful intelligence on our requirement. Team Leidos is seeking information and would be grateful if you could answer the following questions to the named contact in this bulletin by 28th September 2018: Company. Name of the company: Contact: Address: Company capabilities. — Do you have a product that could match the KUR? — Are you currently providing this capability in UK? Elsewhere in the Public Sector? (If so please detail where possible). — Are your products CE certified? — Do you provide support (maintenance, repair...)? — Do you provide user training, maintenance training, train the trainer training? The information is requested to be succinct and concise as possible and should extend to bullet pointed responses only against and in line with question set; for the purpose of this exercise, no publicity material should be included within the response. The results and analysis of this RFI shall not constitute any form of pre-qualification exercise and any formal procurement process will be undertaken in accordance with EU Procurement Law. Nothing in this RFI, or any other engagements with Industry prior to a formal procurement process, shall be construed as a representation as to Leidos ultimate decision in relation to the future requirement. The publication of this RFI and associated documents in no way commits Leidos to pursue any tender process for the requirement. Please note that by issuing this notice at this stage Team Leidos is NOT seeking Expressions of Interest or bids against this requirement.
