Tender description
Under this contract the Contractor is required to provide and deliver SRUC’s requirement for MAP DNA extraction and MAP PCR Test Kits. At current levels, SRUC carries out circa 4 000 tests per annum, at its Central Analytical Laboratory located at the Bush Estate, Penicuik, EH26 0QE. SAC Consulting Veterinary Services has a clear responsibility to its stakeholders, including commercial and non-commercial clients, Cattle Health Certification Standards (UK), and the United Kingdom Accreditation Service (UKAS) to select test kits that best support stakeholder’s interests. SAC Consulting Veterinary Services, a wholly owned subsidiary of SRUC, provides advice and laboratory services to thousands of customers in Great Britain, Ireland and Worldwide. We employ over 25 vets who have the backing of around 100 scientific and support staff. Operating to ISO17025, we provide a practical approach coupled with strong scientific knowledge. Our services are delivered through a network of eight Disease Surveillance Centres located across Scotland. Under this contract the Contractor is required to provide and deliver SRUC’s requirement for MAP DNA extraction and MAP PCR Test Kits. At current levels, SRUC carries out circa 4 000 tests per annum, at its Central Analytical Laboratory located at the Bush Estate, Penicuik, EH26 0QE. SAC Consulting Veterinary Services has a clear responsibility to its stakeholders, including commercial and non-commercial clients, Cattle Health Certification Standards (UK), and the United Kingdom Accreditation Service (UKAS) to select test kits that best support stakeholder’s interests. Since 2011 SRUC’s MAP PCR test has been fully accredited under ISO17025. While commercial test kits are fully validated by the manufacturer, as part of its UKAS ISO 17025 accreditation, SRUC conducts its own stringent fitness for purpose checks. A change of test kit would require these additional checks and an extension to scope assessment by UKAS. Once UKAS accredited, SRUC would then expect kits to be available throughout the duration of the contract period (including extensions, if awarded). SRUC would also expect expert technical support to be available should any issue with kit performance be identified. In addition to completing the Invitation to Tender Document, suppliers must complete the European Single Procurement Document (ESPD) including the provision of information relating to Economic and Financial Standing (see ESPD Part IV B), and Quality Assurance Schemes and Environmental Management Standards (see ESPD Part IV C). Further suppliers must disclose: 1) whether they can provide a certificate regarding the payment of social security contributions and taxes (ESPD 2A16.5); 2) whether they will rely on the capacities of other entities to complete the contract (ESPD 2C); 3) whether they will use subcontractors to complete the contract (ESPD 2D); 4) whether they are enrolled in a relevant professional or trade register (ESPD IV A); 5) details of their last 3 financial years turnover (ESPD IV B); 6) calculate the prescribed financial ratio and confirm they hold the prescribed levels of insurance (ESPD IV B3 and ESPD IV B4); 7) provide details of the quality assurance schemes and environmental standards to which they operate (ESPD IV D). In addition, the winning supplier will be subject to a financial credit risk check.
