Tender description

The London Borough of Tower Hamlets is seeking expressions of interest from suitably qualified and experienced organisations for the provision of a Speech and language therapy service, to provide support for children and young people with special educational needs to access the national curriculum in line with our statutory duties. The Council has a statutory duty to provide support for children and young people with special educational needs. One such service is speech and language therapy, which for this service will support primarily school pupils to access the national curriculum. The service will be for primary school pupils in mainstream primary schools within the London Borough of Tower Hamlets. The principal delivery mode of this service will be to train teaching professionals to be able to deliver some initial SaLT through newly acquired skills and tools to be used in the classroom; then via formal and accredited training courses teaching professionals will be able to deliver more complex SaLT. This approach will be complimented by group and 1:1 interventions delivered directly by the service provider to children. Whilst primarily the service will be delivered in schools and within term time there is scope for providers to consider a nuanced approach to delivery, which could include work outside of the locations and times cited. Providers will contribute into the review of individual Education, health and care plans as well as annual or other periodical reviews by educational institutions. The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public services (Social value) Act 2012 the Authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation. The anticipated contract start date is: Saturday, 1.9.2018. The estimated value of the contract is: 240 000 GBP Per annum. For a period of: 12+12+12 months. You may be required to complete a Selection questionnaire (SQ). The invitation to tender instructions and the specifications will be available as a public attachment allowing organisations expressing an interest in the project easy access of the main requirements. Full documentation requirements will be included within the evaluation questionnaire. Organisations must ensure that access to the system is available to their representatives dealing with the Contract. The Council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal. Tenderers are responsible for allowing sufficient time to submit their ITT/SQ. The Council accepts no liability whatsoever for ITT/SQs that are not submitted due to internet connectivity issues, transmission delays or errors.
