Tender description

The Council’s adult joint commissioning service, (acting as lead commissioner and working in partnership with the Barnsley clinical commissioning group (BCCG)), is commissioning an ‘Adult community support and enablement’ (ACSES) service for people experiencing mental ill health to provide both standard and complex levels of community based support, enablement and personal care (historically referred to as supported living or supported housing) for all vulnerable adults aged 18 and over. The service will focus on the principles of recovery choice, involvement and inclusion that support people to live ordinary lives within a community setting. These approaches will be in accordance with current best practice and policy guidance in relation to this service user group, summarised as follows: — Person centred support plans, — Outcome focussed — support plans clearly define the outcomes expected and these are reported and monitored against, — Recovery and outcome based models, and — Social model of disability. Tier 1: — Adult community support and Enablement services standard support, — Standard support is the level of support requiring staff trained to national minimum standards delivering competent enabling support for individuals with straightforward enablement needs. Tier 2: — Adult community support and Enablement services complex support, — Complex support is the level of support requiring staff trained to national minimum standards and also to an enhanced level in order to deliver competent enabling support for individuals with a combination of complex issues and multiple enablement needs.
