Tender description

Portsmouth City Council, “the Employer”, is continuing a major programme of coastal defence construction as part of the North Portsea Island Coastal Flood Defence Scheme. The employer is seeking to appoint a contractor to deliver Phase 4 of this 5 phase programme to cover flood defence works adjacent to Kendall's Wharf and along the Eastern Road in the north, tying into the Phase 2 Milton Common defence works in the south. The estimated value for construction works is 14 000 000 GBP. The target construction commencement date for the works landward of Kendall's Wharf is Sep 2019 with a completion date of Apr 2020. The Eastern Road seawall construction will commence in Apr 2020 with a completion date of Oct 2022, excluding landscaping works which must be completed by Feb 2023. The employer is targeting an award contract date of 28.5.2019. Application is via completion of a Supplier Status Questionnaire (SSQ) and associated documentation which must be submitted by 15.6.2018 14:00. Phase 4 of the North Portsea Island Coastal Flood Defence Scheme is a combination of 2 distinct sections: Kendall’s Wharf and Eastern Road. The full length of the frontage is 2,4 km (300 m for Kendall’s Wharf and 2,1 km for Eastern Road). The sea defences are being raised to + 4,8 m AOD along the frontage to accommodate a 1 in 500 Standard of Protection (SOP). The road raising and steel sheet piles of Kendall’s Wharf works will be raised to a lower level as set back from the coast. The Kendall’s Wharf defences tie in with Anchorage park embankment defences (constructed in 2016) in the north and are set landward of Kendall’s Wharf aggregates, who are responsible for their own flood protection. The first c. 150 m of sea defence will be a raised earth embankment with a 3 m crest and continuation of the 2 m wide coastal path. This will tie into an area of road raising landward of Kendall’s Wharf. South of the road will be a 150 m steel sheet pile wall which will tie into the coastal defences at Eastern Road. The scope of the works for Eastern Road, at summary level, comprises of the construction of a reinforced seawall, including sheet pile and bearing pile installation with local realignment. Part of this will be an encasement and part new sea wall with a stepped revetment. The construction of replacement slipways and access steps will also be required. Other aspects of phase 4 that will /could be involved and should be considered by the contractor: — some minor elements of contractor led design, — additional ground /site investigation, — services searches and trial pitting to locate services, — installation of flood boards /gates, — responding to any emergency failures to other parts of PCC’s coastal defence related assets for which PCC may call on the contractor’s services, — site clearance, — demolition and removal of 150 m of existing seawall in the southern section of the site and creation of a high roost site /bird island, — reconstruction of the coastal path, — landscape works. Due to the impact of the scheme, engagement with local businesses, leaseholders and the general public has been undertaken. To date the scheme has received a mostly positive response. The estimated value for construction works is approximately 14 000 000 GBP. It is envisaged that the form of contract used will be NEC 4 ECC Option C. The exact form of contract will be confirmed within the tender documents. The employer aims to award the contract by April 2019 with a subsequent commencement on site date of September 2019. The employer intends to invite the top 4-5 shortlisted contractors to submit a tender return. The employer plans to run this procurement according to the following timetable: — SSQ return deadline - 14:00 on 15.6.2018, — Results of SSQ evaluation issues - 13.7.2018, — Invitation to tender issued - 22.10.2018, — bidder's briefing - 6.12.2018, — tender return deadline - 14:00 on 28.2.2019, — completion of initial tender evaluation - 15.3.2019, — clarifications and interviews /site visits completed by - 29.3.2019, — completion of evaluation - 17.4.2019, — standstill period starts - 20.4.2019, — standstill period ends - 29.4.2019, — contract award - 28.5.2019, — commencement of on-site works - September 2019. Application is via completion of a Supplier Status Questionnaire (SSQ) and associated documentation which must be submitted by 15.6.2018 14:00.
