Tender description
Optivo is now seeking to appoint a single developer partner to a framework agreement (the "Framework Agreement") to deliver a fully-funded roof-top photovoltaic solution across the UK public sector property portfolio. The framework agreement will provide a complete solution to public sector entities seeking to secure projects for the generation of electricity and will increase the development, design, funding, construction and operation of PV installations in accordance with the Department for Business, Energy & Industrial Strategy (BEIS) and all other legislative requirements. It is envisaged that call-off contracts will be up to 5 MW on the individual or linked sites. Developers will need to demonstrate secured funding, a track record of project delivery in roof-top solar PV projects at scale as well as a professional and experienced supply chain. Optivo intends that the framework will be able to be accessed by other UK contracting authorities, as detailed in section II.2.14 below. Optivo is one of the largest registered providers of social housing in the UK, based in Croydon with over 44000 homes across London, the South East and the Midlands. Optivo aims to meet housing need, and to create safe, sustainable communities for its residents. Optivo is now seeking to appoint a single developer partner to a framework agreement to deliver a fully-funded roof-top photovoltaic solution across the UK public sector property portfolio. The framework agreement will provide a complete solution to public sector entities seeking to secure projects for the generation of electricity and will increase the development, design, funding, construction and operation of PV installations in accordance with the Department for Business, Energy and Industrial Strategy ("BEIS") and all other legislative requirements. It is envisaged at present that call-off contracts will be up to 5 MW on the individual or linked sites. The framework agreement will be for the duration of four (4) years, but given the nature of the procurement, it should be noted that call-off contracts will last considerably beyond the duration of the framework agreement. The total estimated value of services put through the framework agreement by Optivo and/or other contracting authorities is estimated at one hundred million pounds (100 000 000.00 GBP) ex VAT over the 4 years of the framework agreement. However, applicants should note that appointment to the framework agreement is not a guarantee of work and there is no guaranteed minimum number or value of call-off contracts to be awarded under the proposed framework agreement. Under the framework agreement, the selected organisation and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly, the contract performance conditions may relate in particular to social and environmental considerations. Accordingly, Optivo only requires expressions of interest from bidders who have: 1) Current secured funding from a funder who has track record in deploying/allocating funds within the UK public sector market within the past two (2) years; 2) A track record of a complete solution project delivery approach including development, design, funding, installation, maintenance and operations in accordance with all relevant UK legislation within the past two (2)years; 3) An existing supply-chain for the design, installation, operation and maintenance who have relevant previous experience in the roof-top PV marketplace within the past two (2) years, including experience with social landlords and public sector bodies. Expressions of interest from organisations that are acting as brokers or agents for non-constituted consortiums without sufficient track record are not encouraged, given the prompt commencement and delivery expectations of this framework agreement. A consortium tender is acceptable but Optivo reserves the right to require groupings of suppliers to take a particular legal form or to require a single supplier to take primary liability or to require that each party undertakes joint and several liabilities.
