Safety Governance Procedure Development

Highways England (the Client) is looking to set up a contract for the provision of Specialist Technical Consultancy Support (the Contractor). These specialist services are required to assist the Safety Risk & Governance (SRG) team with two work packages: • WP1 - Withdrawal of IAN 191 and Development of SRG procedures (design / development of replacement processes). Including scoping of business area specific safety risk governance procedures for the various parts of the business. • WP2 - Development of the Impact Assessment Tool for the Traffic Officer Service (TOS) Procedures team • WP3 - Ad hoc work - it is anticipated that as the work packages above are delivered other as yet unidentified but associated tasks will be required to be scoped and added to a future programme of work or if possible delivered within this project. WP1 is a discrete task which is required in order to embed safety risk governance across the business. It follows on from previous work to develop an organisational design for safety risk governance under SPaTS task 1-070. WP2 builds on initial work to develop an Impact Assessment Tool for the TOS. This task will allow that work to continue, further progressing the tool. Both work packages require SME in safety risk and governance. This task will be completed by the end of March 2018.
