Tender description
The purpose of this prior information notice (PIN) is: a) to give potential tenderers advance notice that the FCA are currently evaluating its options prior to undertaking an exercise for the re-tender of the FCA Handbook and b) to advise potential suppliers of an upcoming supplier event which will be held on 9.2.2018 at the FCA Offices at 10:00 to 16:00. The FCA is seeking a supplier for its FCA Handbook website (https://www.handbook.fca.org.uk). This contract will operate in 2 phases: 1. Design and build a new FCA Handbook website (implementation) 2. Deliver the business as usual services (BAU) The supplier will design, build, host, produce and manage the FCA Handbook website and provide a range of supporting services. The FCA handbook website and systems which contribute to its operation will be: — Secure, — Responsive, even during times of high demand, — Reliable, — Accessible, — Branded appropriately. The FCA Handbook website and systems which contribute to its operation will allow users to: — View individual legal instruments and the consolidated version of all of the legal instruments making up the past, current and future FCA Handbook, — View content in a well-structured yet flexible way, making it as easy as possible for users to navigate around, search for and locate the content they require, — Download and print content on the website, including specific sections of the Handbook, — Provide feedback on the website functionality or its content and raise technical issues, — Order printed copies of the handbook. The essence of the solution is the provision of the following services: — Publish legal instruments on the website as PDFs, — Consolidate the changes made by legal instruments into HTML content, — Publish associated metadata, such as taxonomy tags, — Produce a print version of the handbook for subscribers, — Produce PDF versions of the handbook for download, — Provide technical support for the website, — Provide the FCA with management information, analytics and master copies of the consolidated content upon request, — Provide 3rd party licensees with Handbook content, — Enable specific FCA users of the Handbook to directly edit some content of the handbook, — Provide the flexibility to support future development of the handbook, such as machine executable rules. The selected supplier will be asked to undertake a project to deliver the handbook solution and set up the business as usual services. Once the implementation phase is completed, the supplier will be expected to deliver the business as usual services for the remainder of the contracted term. It is the view of the FCA that suppliers who maintain and adhere to health and safety and corporate social responsibility policies are more likely to be well run organisations and therefore less likely to encounter incidents requiring rectification, resulting in a greater efficiency in the building of solutions and running of associated services.
