Who Speclialist Work With The current team is a mixture of military and civil servants What Specialists Work On -Review of current PMO support functions -Identify and define new processes/functions required -Review PMO org structure and recommendations of changes to improve efficiency -Refine key processes that govern risk/benefits/dependencies -Review agendas and deliverable's for standing meetings Where the Work Takes Place MOD Main Building, Whitehall, London Early Market Engagement None Working Arrangements The specialist should expect to be, on average, on site 4 days a week for meetings with the current PMO team and to feed back to management on progress. The other day will be spent at other MOD sites such as Northwood and Corsham. No expenses will be paid, any anticipated expenses should be included in a specialists day rate Work Location MOD Main Building, Whitehall, London Security Clearance Due to the nature of the work and the environment the PMO is based in, DV clearance is required. Additional T&Cs This role is judged to be outside of IR35 regulations Skills & Experience Proven knowledge of Programme Management Offices, their functions and ways of working (25%) Proven experience of reviewing extant business practices and making recommendations for improvement (30%) Proven understanding of risk, benefit and dependency management in a Programme Management Office context (20%) The weightings given above will be used at both the shortlisting and evaluation stages Nice to Haves Managing Successful Programmes (MSP) (or similar) qualification (5%) Knowledge of various MOD meetings and boards (e.g. CIGs and CIWG’s) (5%) Ability to evaluate information and present in such a way that is easily understood by the target audience, including through written and oral communication (5%) Ability to own issues and drive them to resolution. Provide direction to inform sound decisions based on business priority and technical feasibility (5%) Ability to think creatively and be able to articulate innovative ideas to solving complex business and IT problems (5%) The weightings given above will be used at both the shortlisting and evaluation stages No. of Specialists to Evaluate 3 Cultural Fit Criteria Have excellent interpersonal and influencing skills and a positive approach (25%) Have the people skills to work with senior stakeholders to secure access to people in their working environment (30%) Values and behaviours in line with MOD core values (45%) The weightings given above will be used at both the shortlisting and evaluation stages Assessment Method Evaluation Weighting Technical competence 75% Cultural fit 5% Price 20% Questions from Suppliers Budget range
