Summary of the work The MOD requires a business analyst to undertake a review of its Cyber Programme PMO and make recommendations to improve efficiency and the support provided to the wider programme Specialist role Business analyst Expected Contract Length 3 months Latest start date Wednesday 7 February 2018 Early Market Engagement None Who Speclialist Work With The current team is a mixture of military and civil servants What Specialists Work On -Review of current PMO support functions -Identify and define new processes/functions required -Review PMO org structure and recommendations of changes to improve efficiency -Refine key processes that govern risk/benefits/dependencies -Review agendas and deliverable's for standing meetings Skills & Experience • Proven knowledge of Programme Management Offices, their functions and ways of working (25%) • Proven experience of reviewing extant business practices and making recommendations for improvement (30%) • Proven understanding of risk, benefit and dependency management in a Programme Management Office context (20%) • The weightings given above will be used at both the shortlisting and evaluation stages Nice to Haves • Managing Successful Programmes (MSP) (or similar) qualification (5%) • Knowledge of various MOD meetings and boards (e.g. CIGs and CIWG’s) (5%) • Ability to evaluate information and present in such a way that is easily understood by the target audience, including through written and oral communication (5%) • Ability to own issues and drive them to resolution. Provide direction to inform sound decisions based on business priority and technical feasibility (5%) • Ability to think creatively and be able to articulate innovative ideas to solving complex business and IT problems (5%) • The weightings given above will be used at both the shortlisting and evaluation stages Work Location MOD Main Building, Whitehall, London Working Arrangments The specialist should expect to be, on average, on site 4 days a week for meetings with the current PMO team and to feed back to management on progress. The other day will be spent at other MOD sites such as Northwood and Corsham. No expenses will be paid, any anticipated expenses should be included in a specialists day rate Security Clearance Due to the nature of the work and the environment the PMO is based in, DV clearance is required. Could you please confirm whether this is inside or outside of IR35? As stated in the advert, this role is outside of IR35 2. Hi, please can you advise me on the budget in mind for this role? Thank you In order to better understand the market and obtain the best value for money, we do not wish to disclose the budget for this task 3. Would the MOD take someone who is SC Cleared and take them through the DV clearance or would SC be sufficient for this role? No, DV is required. MOD would sponsor DV clearance but this would need to be in place before work could commence 4. Can the Authority confirm when the Supplier Cyber Protection Assurance Questionnaire is to be completed, with the initial submission or after the shortlisted suppliers have been down selected/as part of the proposal submission(ITT stage)? Completing the questionnaire will take place after the shortlisting has been completed. Those taken through to evaluation will be provided with details for completing the questionnaire 5. Question 10 refers: "The weightings given above will be used at both the shortlisting and evaluation stages" YES/NO. Can the Authority clarify what this means and what are we supposed to answer, please? Those that are taken through to the evaluation stage will be required to submit a work history. When these work histories are scored, we will use the same weightings as we have specified in the advert. The framework requires us to inform suppliers of this. A simple "understood" will suffice as a response for this 6. Please can you advise me regarding the clearance level, our candidate was previously DV cleared but this has lapsed, currently holding SC enhanced level current. would it be possible to work in this post under SC Clearance or would it be possible for the MOD to put this person through DV clearance, or is the view that you are only able to engage with persons for this post who currently hold DV clearance? Thank you. No, it would not be possible to undertake this work with only an SC clearance. MOD would sponsor DV but work would not be able to commence until the DV is in place
