Tender description

The Council seeks to Install (Lot 1) and Monitor (Lot 2) heat meters across its portfolio of properties served by communal heating systems. Up to two (2) specialised and experienced Contractors for the supply and Installation of ultrasonic heat meters, prepayment meters and automatic control valves assuring connectivity. The approximate contract term anticipated is 8 months (Lot 1). A single Service provider to undertake the monitoring, metering, management and account holder pre-payment facilities for the installed heat metering equipment, for a fixed period of 24 months with the option to extend for a further 12 months (LOT 2). The system must be transferable so that it may be operated/administered by the Council or an alternative provider once the contracting period has concluded. Whilst the project consists of 2 Lots (works and services) an interested party may apply for one or both Lots. The Council seeks to appoint up to two (2) specialised and experienced Contractors with a track record of delivering the supply and Installation of ultrasonic heat meters, prepayment meters and automatic control valves assuring connectivity across the equipment installed (the Works). The anticipated term of the contract is up to 8 months in duration and it is anticipated that the winning contractor will deliver the contract directly and not subcontract the work. The heat metering equipment is to be commission alongside a monitoring and management system which is being contracted separately. The Council also seeks to appoint a single experienced provider who will undertake the monitoring, metering, billing, management and account holder pre-payment facilities for heat meters for a fixed period of 24 months with the option to extend for a further 12 months (the Services). The system must be transferable so that it may be operated/administered by the Council or an alternative provider once the contracting period has concluded.
