Leicester faces a number of demographic challenges and increased pressures from the cumulative impact of welfare reform, in particular the impending roll-out of Universal Credit Full Service. The Council view the provision of a coordinated and high quality social welfare advice offer as a priority. We can no longer provide advice to everyone that wants it and must prioritise its services to those who most need support to resolve their issues. Soft Market Test: We want to ensure that we procure the most effective advice offer for the city that delivers tangible outcomes for clients, who need support to resolve their issues. As suppliers work with clients who need support to resolve their issues, they will have a good understanding of the challenges and issues involved in providing this service and this is an opportunity to share views with us. We aim to improve contract standards utilising the Tier 1/2/3 model of social welfare advice: 1) Tier 1 provides an assessment and referral gateway and assisted information and signposting; 2) Tier 2 provides general advice and general advice with casework; 3) Tier 3 provides specialist advice.
