Summary of the work The MOD requires development of a Defensive Cyber Operations (DCO) CONEMP and CONOPS to better understand the linkages and interactions between various DCO functions Specialist role Cyber security consultant Expected Contract Length 6 months Latest start date Monday 5 February 2018 Early Market Engagement None Who Speclialist Work With The team is a mixture of military, civil servants and external contractors What Specialists Work On -Develop the Cyber Security Operations Capability (CSOC) CONEMP -Develop the DCO CONOPS -Define processes for high level linkages between DCO and related pan-defence functions and activities -Develop plan for implementing CONEMP and CONOPS Skills & Experience • Proven experience of developing military documents such as a CONEMP/CONOPS and supporting documents (30%) • Proven ability of developing implementation plans detailing tasks, scheduling and resources required in order to bring new functionality online (15%) • Proven experience of military operations (10%) • Previous experience of working on Defence cyber projects and cyber operations (30%) • Weightings given above will be used at both the shortlisting and evaluation phase Nice to Haves • Have ability to evaluate information and present in such a way that is easily understood by the target audience, including through written and oral communication (5%) • Have ability to own issues and drive them to resolution. Provide direction to inform sound decisions based on business priority and technical feasibility (5%) • Have ability to think creatively and be able to articulate innovative ideas to solving complex business problems (5%) • Weightings given above will be used at both the shortlisting and evaluation phase Work Location MOD Main Building, Whitehall, London Working Arrangments The specialist should expect to be, on average, on site 3 days a week for meetings with the DCO team and to feed back to management on progress. The other 2 days will be spent at other MOD sites such as Wyton, Corsham, Cheltenham and other HQ sites. No expenses will be paid, any anticipated expenses should be included in a specialists day rate Security Clearance The classification of the work requires the specialist to hold DV clearance Additional T&Cs This role is judged to be outside of IR35 regulations No. of Specialists to Evaluate 3 Cultural Fit Criteria • Have excellent interpersonal and influencing skills and a positive approach (25%) • Have the people skills to work with senior stakeholders to secure access to people in their working environment (30%) • Values and behaviours in line with MOD core values (45%) • Weightings given above will be used at both the shortlisting and evaluation phase Evaluation Weighting Technical competence 75% Cultural fit 5% Price 20% Questions from Suppliers 1. Is there currently, or has there recently been, an incumbent carrying out similar work for the Authority? No 2. Clarify, please 1) What is the max rates? 2) How many specialists are required for the duty? 3) Would you be willing for a SC person to start while his/her DV is processed? 4) Who will sponsor the DV? 1) In order to better understand the market and obtain the best value for money, we do not wish to disclose the budget for this task2) Only 13) No, DV would need to be in place before work could commence4) MOD would sponsor 3. Is this role expected to be full time for the 6 months, ie: 5 days a week, or can there be occasional reductions, ie: twice a month reduced to 4 days a week? There would be no issue with an individual working a slightly different schedule, such as the one suggested, on occasions 4. Could the Authority identify the area of MOD that will be the Customer for this work. Is it Jt User Cyber? Yes 5. Hi Is it possible to transfer from active SC clearance to DV clearance for this position? Thank you Yes although DV clearance would need to be in place before work could commence 6. Hi, please can you let us know the requirement for a candidate to get the MOD DV clearance? A candidate would need to have DV clearance in place before they could commence work on the task
