Tender description

At an EU level, as the only Less Developed Region in England, Cornwall and the Isles of Scilly has benefited hugely from European funds. Under the 2014-2020 ESIF programmes, Cornwall and the Isles of Scilly will receive 603 700 000 EUR of ERDF and ESF and 9 400 000 GBP of EAFRD directly allocated through the England Growth Programme. Despite voting to leave the European Union, all structural and investment fund projects, including Agri-environment schemes, will be fully funded, even when these projects continue beyond the UK’s departure in 2019 up to 2023. In light of this, it is necessary for Cornwall and the Isles of Scilly to have a presence in Brussels. Additionally we wish to maintain Cornwall’s involvement in EU cooperation programmes such as Horizon 2020 and Interreg both before and after Brexit. Services are being procurement as a single lot with the following specific needs: — Providing timely intelligence and information on key strategic policy issues (e.g. Brexit, EU budget, cohesion policy, R&D programmes, maritime policy), — Influencing policy developments and acting as the “Cornwall voice” in Brussels, coordinating focussed lobbying in key areas of interest for Cornwall Council, CUC and the LEP, — Maximising Cornwall’s engagement with EU funding opportunities, — Representation and advocacy on key areas of interest such as linking Cornwall to other useful EU networks, — Promoting and raising the profile of Cornwall in Europe, — Supporting our work to protect and develop the Cornish language.
