Tender description

Integrated family support and early help service. Powys County Council is looking to engage with the market to explore new ways of delivering services to develop an integrated family support and early help service model, across the continuum of need. To explore different options including forms of Strategic Partnership. The proposed integrated family support and early help service will include the following service offers; — Universal / Generic Services – recognising the support that is already provided by the wider children and young people’s workforce as part of their existing roles. Developing and supporting the skill, knowledge and confidence of staff working in universal settings to identify need, talk to children, young people and families about what is important to them and provide Information, Advice and assistance at a community level, — Resilient Families – volunteer parents to help support new parents (similar to the Home Start model), — Positive Parenting – building on the strongly evidence based and well-embedded Incredible Years parenting groups within Powys but also enhancing informal structured group based parenting support (such as Get Cooking groups, baby massage), — Stronger Families – tailored package of support for the child/young person/family on a 1:1 basis at home / school / childcare setting or in small groups, from conception through to age 12, — Together for Families – where the relationship between the parents is impacting on their child(ren). We believe this will offer a mixture of Family Group Conferencing as well as mediation approaches. This is currently being piloted and will be available to families open at TAF and Care and Support Levels, — Edge of Care Support – for those families who are open at a Care and Support level and require additional support to prevent their children from entering the looked after system. This will include some discreet capacity for Crisis intervention, — IFST – the existing Integrated Family Support Team model, where families work with a multiagency team for an intensive period where there are concerns about the welfare of the child(ren) in the family, — Reflect – to support mothers who have had one or more children taken into care. Support includes information, advice and emotional support, contraception planning and coaching around future life choices. The Council invites organisations who wish to attend and explore future delivery options, including forms of Strategic Partnerships.
