Why the Work is Being Done The Law Enforcement Data Service (LEDS) will replace two critical national police IT services provided by the Police National Computer (PNC) and Police National Database (PND). The Programme is seeking to appoint a learning partner to design, manage and deliver training and learning materials to the User community. The aim is to ensure all LEDS users understand what the service is, how it is used and importantly what the data means to them, in the context of business decision making. Problem to Be Solved Leading and directing a national programme to design and deliver a portfolio of learning channels and materials to support the roll out of the new Home Office sponsored Law Enforcement Data Service (LEDS). Who Are the Users The Users are made up of all police forces and wider law enforcement bodies that are current users of PNC and PND. Early Market Engagement Work Already Done A Business Change Team for NLEDP is in place which includes two resources dedicated to the training portfolio. The first iteration of the NLEDP Training Strategy has been approved by the Business Design Authority and the first iteration of the Training Needs Analysis has been issued to the stakeholder community to assess their current training needs with PNC and PND. Existing Team The specialist will work primarily with the business change team within NLEDP as well as the College of Policing (CoP), Operational Communications in Policing (OCiP) and potentially one or more learning partners. The appointed supplier will at some point in the future be required to effect formal skills and knowledge transfer to LEDS Sustainment Current Phase Discovery Work Location The supplier will be led by the Business Change Team within NLEDP, based predominantly in: Home Office Bernard Weatherill House, 8 Mint Walk, Croydon CR0 1EA and Home Office 2 Marsham Street London SW1P 4DF Working Arrangments Work will also be carried in 2 Marsham Street on occasion and there will be some travel to law enforcement organisations in the UK and Crown dependencies. Security Clearance Given the sensitive nature of the Programme and our learning partner requirements- the appointed supplier is required to provide resources with a minimum of SC clearance (or be willing to undergo SC clearance). Some components of the work are likely to require DV clearance as well. Additional T&Cs The Home Office will have ownership of the Intellectual Property Rights (IPR) of the materials that the learning partner produces for the programme. Skills & Experience First hand experience of front line police work Experience of developing and delivering learning and business transformation to the Law Enforcement community or other comparable environments Experience or knowledge of designing and delivering a comprehensive blended learning program to users with varying skill sets Experience in developing digital learning solutions. Ability to disseminate and deliver learning across the UK including Northern Ireland, Jersey, Guernsey and Isle of Man. Work collaboratively with College of Policing to develop a learning portfolio that meets learning standards set by the College of Policing Exceptional organisational skills, experience of planning, road mapping projects and proven track record of working as part of a multidisciplinary team. Understanding of iterative user focused design in the development of learning portfolio focusing on how best to educate users through a portfolio of learning materials. Nice to Haves Experience in delivering high quality results to demanding deadlines. Experience in working with a variety of internal and external stakeholders. Experience in working within large-scale projects or programmes. Experience in working with Government, Civil Service or Public Sector organisations Ability to understand the legislative framework in which LEDS will operate, and be able to translate this through the learning solution to end users.
