Tender description

The Department for Environment, Food and Rural Affairs (DEFRA), the “Authority”, sought to appoint a Contractor to provide Services for undertaking the British Survey of Fertiliser Practice (BSFP) for Great Britain, Annual data will be sought via 2 surveys covering the periods 2018/19 and 2019/20. The contract will commence on 1.5.2018 and end on the 30.4.2020, with optional extensions at the Authority's discretion for a further 2 consecutive 12 month periods to undertake the 2020/21 and 2021/22 survey. The survey shall produce results on fertiliser and organic manure usage that are representative at national country level (including Scotland) for the main crops. To provide a pattern of fertiliser and organic manure usage by crop, the Contractor will collect data at an individual field level within a holding. Information should be collected for all crops treated on every holding sampled. The Contractor will produce the sample design. The use of fertilisers and manures plays an important role in maintaining crop growth and quality, helping farmers grow crops in an economic fashion. However, their use can potentially also have other consequences, for example, water pollution. It is government policy, therefore, to carefully monitor usage to assess these impacts and to inform the development and monitoring of policy at national and European Union level. Data on fertiliser and manure usage and related practices have been collected for many years through the annual British Survey of Fertiliser Practice (BSFP). This information is used extensively for policy making and by industry to monitor best practice. The data from the survey also form an important part of the ammonia emissions inventory, are used to inform the greenhouse gas (GHG) emissions inventory and the development of GHG mitigation measures. The appointed Contractor will collect and produce information on the use of fertilisers and manures in Great Britain. Work on this activity is directed by the Authority in liaison with the Scottish Government and the Welsh Government.
