Tender description

1.1 The London Borough of Barnet (“The Authority”) developed a Framework for The Provision of Home and Community Support services in August 2016 with a list of successful Strategic and non-strategic providers. In light of recent demand, the Council now intends to develop a supplementary approved list of non-strategic suppliers. This list will only be used where providers on the original Framework cannot meet the Council’s requirements. The procurement will be carried out under the Light Touch Regime and the Council has issued this Invitation to Tender (ITT) to all interested organisations as set out in the Public Contracts Regulations 2015, as amended (the “Regulations”). 1.2 The Authority intends to develop an approved list for a period of a 2-year term (1 + 1) with an anticipated start date of 1.8.2018. The list may be reviewed and opened on a regular basis. Any new entrants will only be added for the duration of the existing Approved List. 1.3 Home and Community Support (HCS) provides support for Service Users, their informal carers and families, with day-to-day personal and domestic tasks to enable people to live as independently as possible within their own homes and communities. There are different types of support available depending on the individual’s assessed needs. The service provision is for disabled children and young people aged 0-18 and adults over the age of 18. 1.4 Where the original Framework cannot meet the Council’s needs, the approved list will facilitate the purchase of individual or multiple placements from a wide range of options quickly and flexibly in response to identified needs and in accordance with the Service Specification.
