Tender description
DFID Pakistan is designing a new programme which will provide high quality and politically informed technical assistance to the education sector in Pakistan. The programme will closely work with the federal government to improve data structures, systems and build capacity of the federal education department for an effective policy management. The work will deploy technical assistance by an expert implementing partner with a prior experience of fixing data and policy in a federal state. The scope of this work can be further increased (or decreased) subject to government’s will to champion reforms. The programme will conduct credible research studies to identify the gaps and achievements of the work done on education reforms in Pakistan. The research component will be delivered essentially by a university or a consortium of leading international scholars of global standing with some local level partnerships in place. An event will take place on 30.5.2018 in Islamabad, Pakistan. This is a prior information notice (PIN) only: publication and call for competition will be conducted once the scope of work is fully defined. The scope of this work can be further increased (or decreased) subject to government’s will to champion reforms. The programme will conduct credible research studies to identify the gaps and achievements of the work done on education reforms in Pakistan. The research component will be delivered essentially by a university or a consortium of leading international scholars of global standing with some local level partnerships in place. This component will provide technical assistance to the national incubation centers or private incubators to build and sustain education ecosystem so that it produce innovative sustainable solutions to address chronic education issues in Pakistan. Alif Ailaan education campaign has successfully raised the profile of education as an issue in Pakistani political system. The next challenge is to sustain this mobilized political will to ensure that government (and political actors at large) over time keep their policy focus on education. Building on DFID’s successful political advocacy campaign Alif Ailan and following a strong political engagement, the component is expected to build capacities and develop sustainable advocacy structures post 2022.
