Summary of the work The Home Office requires an integrated team to manage and deliver the next stage of development and ongoing operation of the CAID system. This includes technical project management from planning to service introduction and business change support and ensuring the underlying architecture is sufficiently resilient. Expected Contract Length 2 Years Latest start date Monday 2 July 2018 Budget Range Up to £4.6M Why the Work is Being Done The Child Abuse Image Database (CAID) is a first of its kind system to support law enforcement to combat child abuse material. It contains all unique illegal images of children viewed by UK law enforcement. CAID continues to innovate by introducing facial matching, object matching and advanced video capabilities to officers. The future of CAID is looking at new technology that could introduce the auto categorisation of images and implement an end to end solution from the risk threat through to removal of access to images from the web. CAID Version 5 will be implemented by the end of 2018. Problem to Be Solved We require an integrated team to manage and deliver the next stage of development and ongoing operation of the CAID system. This includes technical project management from planning to service introduction and business change support and ensuring the underlying architecture is sufficiently resilient to keep pace with image growth. Management of the approved suppliers and coordination with Law Enforcement Users, Stakeholders and Home Office teams (e.g. Product, Commercial, Quality Assurance and PMO teams) is essential. Who Are the Users UK Police Forces, National Crime Agency and Internet Watch Foundation. As a Law Enforcement Organisation we need to identify, categorise and share illegal images of children so that we can safeguard victims of child sexual exploitation and prosecute offenders. Further we need to enhance our ability to carry this out more efficiently and increase capacity to support more investigations as offender behaviour changes due to the changing nature of the internet, and whilst reducing timescales for these investigations. Early Market Engagement n/a this is a live service Work Already Done CAID has been a live service since 2014. CAID Version 4 was deployed in December 2017 and an initial pilot of Facial Matching and Video Upload capability is in train with a subset of forces during Q1 2018. Existing Team The Project Team will primarily be client side resource, and will operate in partnership with civil servant and specialist contractor team members. Claritas Solutions provides independent IT services with 4 key areas focused around connectivity, hosting, security, and application development. They build and manage the CAID technical environment. L-3 Communications ASA Limited is the CAID application software provider. West Yorkshire Police host CAID and provide first line support. The Police provide the Implementation Support Team and are the primary link with police users. Home Office departments provide Quality Assurance, Commercial, Finance, Project Management Office and Product Management leads. Current Phase Live Skills & Experience • Experience of working with Police Forces and government, and with this knowledge of the expected controls and governance arrangements • Knowledge and experience of digital imagery and digital image library systems and capabilities • Knowledge and experience of implementing and managing facial matching systems, including their uses and characteristics, specifically with regard to appropriate tool selection and implementation. • Demonstrable experience of managing suppliers and contractual relationships • Experience of working with sensitive subject matter (albeit without direct exposure to it). • The PM must have skills to manage technical implementations, including the knowledge required to manage DR implementations and complex performance engineering tasks. • Proven knowledge and expertise on similar data projects in public sector where data sensitivity is a major issue. Nice to Haves • Experience of working in a challenging and complex public sector environment. • Experience of working in a law enforcement environment. • Practical knowledge of Project and enterprise management tools including MS Project Work Location 2 Marsham Street, London, with potential that the work may transfer to Croydon. Working Arrangments Onsite one to two days per week for face to face meetings. Travel and accommodation outside of London where essential will be expensed in line with Home Office Travel policy. Is there an incumbent supplier for this piece of work? Is there any expectation that the winning supplier will need to work with an existing supplier? There is a current incumbent supplier and if a new supplier is appointed there is an expectation of a transition period, where handover would need to take place. 2. Question 6 (bullet 6) refers to ‘having the knowledge to manage DR implementations’. Can you clarify what the acronym ‘DR’ refers to in this context, Data Retention, Disaster Recovery? Disaster Recovery 3. Will you sponsor SC and NPPV3 clearance or do candidates need to have pre-existing clearance? Suppliers are expected to obtain SC clearance but the HO will sponsor
