Summary of the work We are looking for a talented, hard-working and committed individual with a passion for delivering results to join Data and Insights Team focusing on data and insights for the Contract Management area. Improving government services and achieving the greatest value for money is a top priority for the Civil Service. Specialist role Programme manager Expected Contract Length 6 months Latest start date Wednesday 6 June 2018 Maximum Day Rate £600 Who Speclialist Work With The Data Strategy and Insights Manager role will sit within the central Data and Insights Team but will primarily support the needs of the growing Contract Management area of work. The role will involve working closely with senior officials including Programme Directors and senior stakeholders across departments to develop the long-term data strategy to retain and update data on contracts and contract managers. The role holder will be supported by a small team to achieve the successful delivery of the contract management data activities. What Specialists Work On Successful development and delivery of the Contract Management data strategy Providing insight gathered through data requests to the programme and departments Liaising with government wide data initiatives impacting contracts on contract managers Identify key data points and gaps across departments to assist in shaping the contract management data strategy Engaging with data teams across departments to understand current data sources and future systems impacting the programme’s strategy Skills & Experience • Strong stakeholder management and work ethic • Comfortable with ambiguity and able to extract and express simple and clear messages supported by data • Analytical and numerate • Experienced in the use of a range of relevant analytical techniques and enjoys using them • Advisory or analyst experience • Experience of collecting and analysing data, and able to explain complex data/information simply and identify emerging issues • Experience of researching sectors or subject area, with an emphasis on objective to defend and size opportunities • Strong knowledge of the General Data Protection Regulation (GDPR) • Strong IT skills, with experience of presenting, and using Excel, Word, and PowerPoint, and/or industry equivalents • Experience working across different workstreams • Programme and /Project Management (scoping, planning and execution) • Good experience of planning, constructing critical paths and resource allocation • Excellent stakeholder engagement and management skills - confident, engaging and credible around senior officials • High performer, capable of producing quality programme products quickly • Previous experience of working on change/transformation programmes Work Location 1 Horse Guards Road, Westminster, London, SW1A 2HQ Working Arrangments On-site 4-5 days per week, with the possibility of 1 day working from home, subject to business needs. Additional T&Cs This role falls within IR35. Dear Sir/Madam, Please can you confirm what level of security clearance (if any) is required for this position ? Kind Regards Baseline (BPSS) is required in order to get IT kit cleared. If you only have BPSS you can come in but only on a fully escorted visitor pass. CTC or above (SC or DV) is required to get a fully unescorted building pass which is desirable but your application will not be dismissed if you do not have it. 2. Is this a replacement for someone in the role or is this a new vacancy? This is a new vacancy. 3. Would you be sponsoring the clearance process should the candidate not have CTC? Yes 4. It can be up to a few days. 6. does the maximum day rate include the agency fee too? £600 is the max pay rate (not bill rate which includes fees) - that we would pay for exceptional individuals. 7. On review, the skills matrix for this opportunity is very long. Candidates are always in my experience resistant to completing this document. Is there a chance it could be made shorter? Some of the questions such as 'Analytical & Numerate' will be hard to answer in the required way: What the situation was - What you did - What the results were.
