Greater Manchester Combined Authority (GMCA), acting as the Contracting Authority for Greater Manchester Police (GMP), is seeking a supplier to provide a managed service of digital still image identification system which is compliant with the Police and Criminal Evidence (PACE) Act Code D. This system shows photographs to eye witnesses where the suspect is not known. GMP requires a solution that: — enables compilation of image albums based on recorded descriptive data, — production of PACE compliant “showing of photographs to eye witnesses” process and statement documentation. — secure transmission of data and images between GMPs image database and investigative locations via GMP secure internal network. — provides a managed support and maintenance service in both live and test / training deployments of the system. Greater Manchester Combined Authority (GMCA), acting as the Contracting Authority for Greater Manchester Police (GMP), has issued this Prior Information Notice (PIN) to advertise this opportunity to the open market and seek expressions of interest from suppliers that may wish to take part in future associated tenders. As part of the market engagement exercise interested bidders may be invited to present their solution to GMP June 2018 this will allow GMP to explore the market place and gain market information to better prepare the procurement process. Following the expiry of the PIN, a short market engagement questionnaire may be sent out to all parties who expressed an interest, allowing GMP to gather feedback from the market to assist in the specification.
