Tender description
Queen’s University Belfast wishes to appoint an Economic Operator or Operators for the provision of natural gas throughout the Queen’s campus. The successful Economic Operator(s) must be a currently licenced natural gas suppliers, or candidate organisations seeking a natural gas supply licence, for Northern Ireland. The supply to be delivered under this contract shall be provided under 2 separate lots as follows: Lot 1: Queen’s sites that consume on average above 25 000 therms per annum (Firm, interruptible and CHP); Lot 2: Queen’s sites that consume on average below 25 000 therms per annum. Economic Operators are invited to tender for Lot 1, Lot 2, or all Lots. Lots will be evaluated independently and Queen’s reserves the right to award each Lot separately. Queen’s University Belfast wishes to appoint an Economic Operator or Operators for the provision of natural gas throughout the Queen’s campus. The successful Economic Operator(s) must be a currently licenced natural gas suppliers, or candidate organisations seeking a natural gas supply licence, for Northern Ireland. The supply to be delivered under this contract shall be provided under 2 separate lots: Lot 1: Queen’s sites that consume on average above 25 000 therms per annum (Firm, interruptible and CHP). Economic Operators that are Candidate Organisations for Supply Licences may make a tender return. However, evidence of application of licence to NIAUR will be required within their tender return and actual licence award will be required not later than 21 days prior to contract award or at the pre-award meeting, whichever is earliest. Tendered pricing shall be as follows: Lot 1: Month Ahead — to secure the Natural Gas commodity price of the projected monthly demand profile with a contingency availability of a lock-out fix transaction on demand projected for remaining forward months at prevailing prices, should the University instruct. NB: Transmission and Distribution (capacity and commodity) and any other NIAUR approved charges / rebates will be treated as additional Pass Through costs. Only Pass-Through costs subject of Utility Regulation or HM Revenue taxes and charges approval will be considered as variation. The Contract shall be for a period of 1 year, subject to satisfactory annual review, with the option to extend the contract by up to a further 24 months. Tendered pricing for Natural Gas supply for each lot shall be as follows: Lot 2: Natural Gas commodity prices to be fixed for the duration of the contract. NB: Transmission and Distribution (capacity and commodity) and any other NIAUR approved charges / rebates will be treated as additional Pass Through costs. Only Pass-Through costs subject of Utility Regulation or HM Revenue taxes and charges approval will be considered as variation. The Contract for each lot shall be for a period of 1 year, subject to satisfactory annual review, with the option to extend the contract by up to a further 24 months.
