Tender description

Queen’s University Belfast wishes to appoint an Economic Operator or Operators for the provision of electricity throughout the Queen’s campus. The successful Economic Operator(s) must be a currently licenced electricity suppliers, or candidate organisations seeking an electricity supply licence, for Northern Ireland. The supply to be delivered under this contract shall be provided under 2 separate lots as follows: Lot 1: Major Sites, i.e. those which are half-hourly metered; Lot 2: Minor Sites, i.e. those which have no half-hourly metering. Economic Operators are invited to tender for Lot 1, Lot 2, or all Lots. Lots will be evaluated independently and Queen’s reserves the right to award each Lot separately. Queen’s University Belfast wishes to appoint an Economic Operator or Operators for the provision of electricity throughout the Queen’s campus. The successful Economic Operator(s) must be a currently licenced electricity suppliers, or candidate organisations seeking an electricity supply licence, for Northern Ireland. The supply to be delivered under this contract shall be provided under two separate lots: Lot 1: Major Sites, i.e. those which have no half-hourly metering. Economic Operators that are Candidate Organisations for Supply Licences may make a tender return. However, evidence of application of licence to NIAUR will be required within their tender return and actual licence award will be required not later than 21 days prior to contract award or at the pre-award meeting, whichever is earliest. Tendered pricing shall be as follows: Lots 1: Month Ahead — incorporating forward lock-out functionality — offers where prices are indexed to other relevant inputs such as gas, carbon and/or exchange rates with the index mechanism clearly stated and the option offered to fix energy only costs on a month ahead basis by default. Queen’s further requires, as a condition of this offer, that the Economic Operator provides a facility for the fixing of energy only costs for 100% of the projected demand of any undelivered months, should this be required. Economic Operators must clearly provide a statement of the adjustment factor / formula for actual energy only prices adjustment against indexed energy only prices, or an all-inclusive conversion charge or tolling charge reflecting the delivered cost of energy only to Queen’s. Please see Appendix 1 — Tender Response Price (Lot 1) and Appendix 3 — Half Hourly Data (Lot 1). The Contract for each lot shall be for a period of 1 year, subject to satisfactory annual review, with the option to extend the contract by up to a further 24 months. Economic Operators that are Candidate Organisations for Supply Licences may make a tender return. However, evidence of application of licence to NIAUR will be required within their tender return and actual licence award will be required not later than 21 days prior to contract award or at the pre-award meeting, whichever is earliest. Tendered pricing shall be as follows: Lots 2: Fixed — offers where prices are fixed for the period of the contract, with changes to TUoS, DUoS, PSO, CAIR and SSS levy (including ROC/NISEP), SEM charges (Supplier Capacity, MO and Imperfections) and any other NIAUR approved charges/rebates being treated as a pass through. Only Pass-Through costs subject of Utility Regulation Authority for Northern Ireland (UR) or HM Revenue Taxes and Charges approval will be considered as variation. Economic Operators must also provide a clear statement allowing the unbundled calculation and re-evaluation of adjustment to their fixed price offer in the event that determination of contract award goes beyond the validity period. This statement is to include how changes to specified published indices would affect their offer price(s). Please see Appendix 2 — Tender Response Price (Lot 2). The Contract for each lot shall be for a period of 1 year, subject to satisfactory annual review, with the option to extend the contract by up to a further 24 months.
