Tender description
TII intend to contract for maintenance operations and renewals on the the non-PPP element of the high speed roads network. The relevant network is currently maintained in three separate lots. 1) Lot A: The first region (Network A) includes the radial routes outside of the M50 in the Greater Dublin area and is approximately 160km in length including parts of the N/M1, N/M2, N/M3, N/M4, N/M7, M9 and N/M11. 2) Lot B: The second region (Network B) includes the Midlands/West of the country with approximately 256km of carriageway and includes parts of the N/M4, N/M6, M7, N/M18, N19, M20 and N85. 3) Lot C: The third region (Network C) includes the south and south east and is approximately 328km in length and includes parts of the M7, M8, M9, N10, N20, N22, N24, N25, N28 and N40. TII intends to tender for maintenance and renewals on all 3 lots over 60 months with contracts commencing in mid-2019, with the possibility of extending the period up to a total of 36 months at TII'S discretion. Transport Infrastructure Ireland is the Authority responsible for the maintenance and development of a diverse set of road assets. Maintenance of the road network is undertaken with the following primary objectives: 1) To ensure that on a day-to-day basis the network is kept in a satisfactory operational manner. 2) To ensure that delays and disruption to road users are kept to a minimum through effective network management. 3) To ensure that the asset value of the network is not allowed to degrade. In order to achieve this, annual and multi-annual rehabilitation regimes are required in order to ensure that as the network condition is subjected to the accumulated actions of environment, weather and traffic, the infrastructure is maintained and renewed in a timely and prioritized manner. In 2011 a strategy for the future maintenance of the 744km, generally the non-PPP element of the high speed roads network was developed. Contracts for Motorway Maintenance and Renewals (MMaRC) were tendered in 2013. For the purpose of the MMaRC contracts the High Speed Road Network is divided into 3 areas A, B and C. 1) Lot A: The first region (Network A) includes the Greater Dublin area and is approximately 160km in length including parts of the N/M1, N/M2, N/M3, N/M4, N/M7, M9 and N/M11. 2) Lot B: The second region (Network B) includes the Midlands/West of the country with approximately 256km of carriageway and includes parts of the N/M4, N/M6, M7, N/M18, N19, M20 and N85. 3) Lot C: The third region (Network C) includes the south and south east and is approximately 328km in length and includes parts of the M7, M8, M9, N10, N20, N22, N24, N25, N28 and N40. In continuation of this strategy TII intend to contract for maintenance operations and renewals on all 3 lots over 60 months starting mid-2019, with the possibility of extending the period by any number of extension periods up to a total of 36 months at the discretion of the Contracting Authority. Contracts cover all areas of trunk road maintenance, operation, renewals, winter and incident response. The projected tender timelines are as follows: Suitability Prequalification June ‘18. Prequalification evaluation July ‘18. Tender Commencement September ‘18. Tender Award December ’18. Mobilisation April ‘19. Contract start June ’19.
