Tender description

Why the Work is Being Done Provision of a bespoke data warehouse containing key Council data, together with associated reporting, visualisation and analytical capability, is a critical part of the Council’s approach to business intelligence. The warehouse went live in 2017 with social care data, reporting and analysis and has since been enhanced and expanded with additional data and capabilities, including reports, ad-hoc queries and dashboards. Further enhancements and expansions will be delivered during the next phase of the project. Problem to Be Solved Council staff at all levels require effective data analysis and reporting capabilities to inform and improve decision making and day-to-day management. This work will develop the existing data warehouse capabilities and also identify and agree the priorities for other data and capability to be included in it. Who Are the Users "The primary users (c.3000) are members of the Childrens, Families & Cultural Services (CFCS) and Adults, Social Care & Health (ASCH) departments. User levels range from department heads down to team member. These users run pre-defined but parameterised reports against the data warehouse on a regular basis. Other users include the Council’s Corporate Leadership team, certain areas of Finance (similar usage to above) and the Performance, Intelligence & Policy team (in addition to usage above ad-hoc queries, data manipulation and analysis)." Early Market Engagement No early market engagement Work Already Done Phase One of the project went live in May 2017, delivering the data warehouse populated with the Council’s social care data and some 220 reports. Phases Two and Three of the project provided additional capability, including adding data to the warehouse, development of further reports and dashboards, technical enhancements and knowledge transfer. This work is being carried out by the same project team Existing Team A project team exists that has successfully delivered the first three phases of the project. This is a joint team consisting of Council staff and staff from the Council's technical partner/solution provider. The technical partner successfully bid for the initial work in late 2015 and the subsequent phases in 2017. The successful bidder will form a joint team with Council staff to deliver Phase Four. Current Phase Live Work Location Nottinghamshire County Council, County Hall, West Bridgford Nottingham NG2 7QP Working Arrangments Supplier staff will work on-site five days per week as part of a joint team with Council staff. The team will be managed jointly by a Council project manager and a supplier project manager and report to a project board. Supplier staff will be expected to engage with council staff beyond the immediate project team (e.g. users, IT department) as required. Security Clearance Not required Additional T&Cs Suppliers shall provide transparency to the Council on the rates paid to resources. Skills & Experience Have demonstrable experience of Agile Have demonstrable experience of data warehouse design, development, implementation, enhancement and maintenance Have demonstrable experience of successful delivery working in complex and regulatory environments Have demonstrable experience of unit, system and integration testing Have demonstrable experience of the Microsoft stack Have demonstrable experience of dashboard development using Power BI (10-20 likely to be required) Have demonstrable experience of cube development (coverage of 90% of the warehouse likely to be required) Have demonstrable experience of developing and delivering unit cost analytical functionality for social care data Have demonstrable experience of developing and delivering service user journey analytical functionality for social care data Have demonstrable experience of developing and delivering contract data management functionality for social care data Have demonstrable experience of developing and delivering functionality to support Homecare provision Have demonstrable experience of developing organisational structure models based on a data warehouse Have demonstrable experience of developing complex contract data management functionality, ideally for social care data Have demonstrable experience of report development Have demonstrable experience of working collaboratively Have demonstrable experience delivering training and knowledge transfer to customer staff Be a minimum of a Microsoft Silver Partner Demonstrable experience of SQL Server 2014 Enterprise, SSIS, SQL Server Data tools, SSAS - Tabular, SQL Server MDS, SSRS, Report Builder, SQL Server Data Tools, Power BI, CDC by Attunity Capable of deploying a minimum of ten resources with the above skills and experience. Nice to Haves Have previous experience in local government No. of Suppliers to Evaluate 6 Proposal Criteria - Approach and methodology - Evidence of relevant past work as detailed references and proposal - Evidence of successful delivery of similar work in similar environments as detailed in case study, references and proposal - Demonstration of in-depth understanding of requirement as reflected in proposal - Identification of potential risks and issues and approach to managing them - Team structure and proposed resources, including approach to adding, replacing or rotating team members - How the proposed approach meets the Council’s requirements and goal Cultural Fit Criteria Work as one team with the Council and Council staff Share knowledge and experience with other team members including those from the Council and the BAU team Agile and flexible in order to manage changing and uncertain requirements Transparent and collaborative when making decisions Challenge the status quo Innovative and promote ideas and new approaches as appropriate Achieve value for money in all activities Excellent communication skills at all levels Payment Approach Fixed price Assessment Method Written proposal Reference Presentation Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers Budget range the indicative overall budget is £1.8m. within that the budget approved for the defined work outlined in section 19 is £740k. £100k of the £740k is ring-fenced for the provision of the homecare functionality. any other work and budget beyond £740k would have to be approved by the relevant council committee. no bid will be considered that exceeds the currently approved budget of £740k.
